Elesh Norn wins easy. She's vigil, she's got some sort of awesome hat, seven freaking toughness, and when everyone's battered and bruised by the end she's STILL +2/+2 against the field. She'll wipe em up four at a time.
You talk about the format being diverse, but that's not the case at all. They're the same decks repeating themselves' and the majority are also the same style: aggro. This also changes the expensive cards from being stuff like 'goyf and FoW to JUST 'goyf.
If people want a format without really strong control than they can play standard. Does the format suck? Yes. But that's BECAUSE of how limiting it is. Modern shouldn't be like that.
I speak as someone who was really rooting for Modern from the start, and continue to do so.
Aggro is pretty easy to hate out. Darkblast seems really well-positioned in this format, if that's your thing, but there's some really good 3-mana and even some 2-mana sweepers that could see significant play if "lotsa guys" is what's giving you the business. If your deck can't beat a turn 1 delver, then it probably wasn't very good in the first place.
I do think that mental misstep could easily come off the banned list. Countering a Wild Nacatl with 2 life and no mana was too devastating of a tempo swing against zoo. Countering a Delver of Secrets for 2 life and no mana seems like there's still parity in the game, and personally it would be nice to be able to counter Surgical Extraction or Relic of Progenitus every once in a while, instead of just getting blown out.
Can I use it to get spells that I've exiled myself?
spells in exile are not outside the game. they're in exile, which is a game zone.
typically, in tournaments, 'outside the game' means your sideboard. in casual magic, it can mean whatever your group agrees to.
Because A) The effects are really really strong. How would you feel if one of them hit the board on turn 2? B) The same reason Yeva, Nature's Herald, Elvish Bard or Nath of the Gilt-Leaf have a lot of power/toughness - balance.
i disagree with both of your premises. neither effect seems strong and yeva, the bard, and nath don't have 5 toughness. but i won't belabor the point.

You don't need a period, but you do need to define X for its protection! X is always zero when not on the stack, so this card will have protection from CMC = 0 when on the battlefield. You could reword it to say "protection from converted mana cost Y or less, where Y is the number of counters on ~" or "protection from converted mana cost less than the number of counters on ~"
Could you word it, "~ enters the battlefield with protection from cmc X or less" ? Although, "~ has protection from cmc less than the number of counters on it," is probably flavorfuller.

Vault isn't the worst one; it casts Disciple (who admittedly is still probably not worth it), saves you the life payment on Vault Skirge, and equips Plating at instant speed. The worst one is Darksteel Citadel, which is already legal.
If you were to unban one of the coloured ones it would make the most sense to be Seat of the Synod since blue is the colour most likely to actually want an artiland in a non-Affinity deck (for TFK mostly).
black seems safest to me, from affinity's perspective. trinket mage can already get darksteel citadel, so it doesn't seem like also giving them seat would affect much.

red = shrapnel blast
green = carapace forger
black seems safest to me, from affinity's perspective. trinket mage can already get darksteel citadel, so it doesn't seem like also giving them seat would affect much.
