I think my biggest issue with the set is that they threw all these reprints in there without re-flavoring any of them. It seems weird to have Amonkhet and Ravnica themed/flavor cards without changing them here. Why change doubling season and leave things like greater good and land tax untouched?
Conspiracy was similar in that some cards got new art, but other reprints kept off-plane art/flavor text. I'm not a big fan of the new Doubling Season art, but then again I only like the original.
They went too far with the masterpieces by putting them into every set, so they pulled back and decided to save them for special occasions. Here we are, special occasion central. Magic's home plane on its 25th anniversary.

After reading the article just now I kinda wish they kept her name Rumiko actually. Regardless, can't wait to get this card.
Tetsuko is a nickname used for female train nerds in Japan. Rumiko would have been better. And the haircut is awful. She looks like some bland podcaster.
Planeswealker deck planeswalkers and special cards have the same numbering, so it's infinitely more likely that they are part of that kind of product.
The FAQ explicitly stated it was for buy-a-box:

I feel it's mean spirited to play cards that are this severe that only target one player.
It would be like playing Identity Crisis in a multiplayer EDH game. Just feels especially mean.
There are "mean-spirited" cards that hit all players. Symmetrical or "each opponent" cards can be feel bad or draw games out too.
Someone could be a jerk with this card, but there are lots of cards like that. The "social contract" should stop you from being a jerk. Targeted removal has a place in EDH and so do cards that target a player. It's all how you use it.
Considering Overwhelming Splendor costs 6WW at the bare minimum it should affect all opponents. EDH players don't want to pay 8 mana for one card that hates out one player. I can cast In Garruk's Wake for one more mana. Mark Rosewater really needs to start playing EDH.
