So that way, you will be opening much more Dovins than their vetos
And as you've said, in the normal boosters there are guaranteed planeswalkers.

In classical 15 card pack you have 100% guaranteed one PW, in Arena 8 card pack there is 57% chance.

I would think Nicol will be stripped of spark (he hasn't got the Gem of Becoming here, which may or may not be the same thing) and will be locked in Meditation Realm. So returning him to the story would require resparking.
But my pet theory is that only Ugin has a spark - Nicol wasn't a planeswalker originally, he just stole the spark from that "demonic leviathan", and kept it within the Gem of Becoming.
Ral, together with Niv-Mizzet tried to run the "secret project" - to grant Niv-Mizzet the power of the Guildpact for him to be able to deal with Bolas. However, Dovin managed to sabotage this, exactly as he had done last time.
Dovin's Veto is an interesting name, too. Maybe another one that turns against bolas? Could be just a counter spell variant in the end but story wise this could be big.
It probably refers the moment Ral fired the spell which would grant Niv-Mizzet the power of the Guildpact, and Dovin just veto'd it...
It's a very forgettable card because while it does evoke the whole "vengeance" theme very nicely, it just doesn't feel like a kami who's canonically as strong as an oldwalker. More a fill-in-the-blanks kind of "get it done so people stop asking for it" design than a way to encapsulate the character beyond one superficial mechanic.
Well, technically, he was weaker when That Which Was Taken was taken from him.
But yes, it was missed opportunity to include some reference to storyline, like adding something like "As long as O-Kagachi, Vengeful Kami has a divinity counter on it, it gets +6/+6 and has lifelink."
