I agree that "deal damage deal damage deal damage" is uninspired no matter how you try to swing it, but I think there are interesting things you can do w/ Chandra. The can't block clause on the real Chandra is a step in the right direction. Here's another

Is Powerstone Minefield too good? Maybe only opponent creatures? That seems too good. Although maybe for a 3RR walker...
Every color combo gets one multicolored uncommon and one multicolored rare. We already have Grand Arbiter at WU rare, and I don't think they'd demote Swans to uncommon, so I suspect Plumeveil is in at uncommon.
I don't understand, all of my friends hated this card. Karl Rove told me the AMERICAN PEOPLE hated this card. And has this "CJ Mlsna" even released his birth certificate? Clearly, this election was RIGGED!

It's a mini Borborygmos (the original, not his land-flinging upgrade). Seems reasonable given Curse of Stalked Prey exists. It may need to be uncommon or rare, it seems a little too powerful for common (I mean, straight up "put a +1/+1 counter on everything" is usually uncommon, and this is repeatable).
Also, the wording should be "Whenever ~ deals combat damage to a player, put a +1/+1 counter on each other attacking creature."

Re: Bar. Could you just say "Counter target permanent spell"? It's better than Essence Scatter but worse than Counterspell. 1U or UU are both reasonable costs.
Intescolos is very powerful in Standard. It's reminds me a lot of Prime Speaker Zegana, except never completely dead and there's a life payment attached. I suspect it needs to cost more, but either way it's a clever twist on Grislebrand.

Compare Heart Sliver and Blur Sliver. I guess since the effects are now no longer symmetrical they have to cost more.
Heart Sliver is a 1/1 that grants haste. Blur Sliver is a 2/2 that grants haste. Not surprisingly, the 2/2 costs more than the 1/1. I suspect that we're not going to see neo-slivers with the same stats/abilities cost more than their old counterparts.

Tapping attacking creatures seems strange: other than corner cases (vigilance), most attacking creatures are already going to be tapped. That said, Rain of Blades is a fine card and making it cost 3 for the artifact version seems reasonable.

Reality Acid did something similar. It's worth noting there's some wierdness about granting vanishing to a creature that already has vanishing, which makes me think Acid is the better execution.

I'm not sure what Brood of War is, but I assume that you changed the name and forgot to update. First off, I'm not sure why Warlord grants double strike and haste. I'd be much happier if it only granted double strike. Also, I think it should either be a may ability or explicitly only target your creatures: nobody wants to boost their opponents stuff.

I just can't fathom what could possibly be stopping them from being able to give these to everyone, what is the difference between putting this code on for a free card and getting a card for making 15QPs in a month.
Hell, its just infuriating to me that they are happy to take our money in the store, but we can't give you something for free because it might break laws?
If it's any consolation, Worth (@mtgworth) knows about the issue, isn't particularly happy about it, and is trying to get it changed. He's also said he's not allowed to talk about the reasons behind it (aka there are legal reasons that he's not allowed to discuss in public).
