Most of my commander decks would fall under your requirement, also "good" might be a bit streched, depending on the playgroup.
I run an Esika, god of the tree reanimator deck, which aims to reanimate t2, latest t3, way before my commander hits the floor. I usually only cast her as bridge, if I have nothing else to do, later on. Or a human aristocrat deck, where my Lynde, Cheerful Tormentor is only at the helm, because she works best with the "humans ritually summon demons" theme I have going in their.
Artifact matters is also a good startegy not to much relying on the commander. Breya, Etherium Shaper at the helm, Ashnod's Altar and nim deathmantle in the 99 for a possible combo win, and the rest can be structured as you like. The colors have enought options to take advantage, i.e. add Sai, Master Thopterist if you want to build an army, or vehicles as main theme, or...
general tip: brew the deck without selecting a commander and once your done, select the commander based on your deck. Sure, this will lead to suboptimal choices but that way you will get used to the brewing style and once you're used to that, you can add the commander into the equation again.
