Firstly, I completely agree that we should do our best to interpret (or fix if necessary) broken attempts at card-creations that others post.
If you paid the madness cost for a permanent card you discarded, does the game recognize it as a permanent (not a card), making it immune from being returned to hand by AoR? I think so, but I'm looking for some confirmation.

I put the -1/-1 counters ability first because things that happen as it enters the battelfield happen before triggered abilities from it entering the battlefield. Also, it puts the kicker cost next to the kicker result.
Remember; ''comes into play'' has been changed to ''enters the battlefield''.

Does anyone know the rarity distributions of foils? Since there are also foil basic lands, they probably don't follow the exact same distribution of cards in booster packs, although, I suppose there could be a 1/15 chance a foil is a land, a 10/15 that the foil is common, 3/15 that the foil is uncommon, and 1/15 that the foil is rare or mythic rare.
But I would love to know the *actual* numbers instead of just making guesswork. Can anyone help out?

At the beginning of the end step, if it is the enchanted creature's controller's turn and enchanted creature didn't attack or if it is another player's turn and enchanted creature didn't block, put a -1/-1 counter on enchanted creature.
I think it's still an unnecessarily complex mechanic. And it's a bit... unfair? If the player doesn't get attacked, how is he or she supposed to declare the creature as a blocker.
I think the more elegant way to do want you want is:
At the beginning of each end step, put a -1/-1 counter on enchanted creature.
When enchanted creature attacks or blocks remove a -1/-1 counter from it.
I believe, in most cases, this winds up giving the creature the same amount of -1/-1 counters (with a variance of 1), without as many conditional statements.
"At the beginning of each end step, if enchanted creature did not attack or block this turn, put a -1/-1 counter on enchanted creature," is pretty close to what you want.
