the chalice was for any kind of storm or ANT decks, burn if I saw it, zoo maybe depending on what I saw game one. But yeah, most games it would be set at 1. That obviously leaves vial and lackey as pretty useless 1 drops, but if Im that worried about it I can always side in the pyrokinesis, gempalm, sharpshooters too.
Occasionally you can set it to zero on the play to shut off moxen, lions eye diamond, and the like. Most of the time its set to one, but that does not make lackey or vial useless in any way. The plan is to play lackey or vial turn 1, and set chalice to 1 on turn 2 (it costs 2 anyway). Sure, you can't play those cards afterward, but turn 1 is where they really shine (especially the lackey).
Overall, I think your list is pretty solid. But between the Chieftains, the Warchiefs, and the Matrons, the deck seems to have a ton of 3-drops, especially in matchups where you bring Sharpshooter in after the board. If you do run 4 Chieftains though, I would consider playing more Siege Gang Commanders, because that guy represents 9 hasty damage when Chieftain is in play.
I also suggest Rishadan Port. Wasteland will screw opponents one in twenty games, but Wasteland + Port screws them way more often and makes it really hard to play against goblins vialed into play every turn. You shouldn't have a problem finding red mana with the ports in your deck.
Good call on Pyrokinesis as well. It gets soo much better now that zoo decks play Plated Geopede and Steppe Lynx. I was actually thinking about Chalice and Qasali Pridemage really makes it hard to shut them out of the game. I could side in my Pithing Needles against zoo to deal with the Pridemage along with Cursed Scroll and Grim Lavamancer. Should I?
EDIT: Also, what do I side out?? Matron? Piledriver?
I don't see how Blood moon would help you win the zoo matchup at all. Considering, their burn spells are still relevant and they can fetch for any of the basic lands with the Zendikar fetches. Also, blood moon doesn't exactly do anything to the current board position either which in most cases you'll be outclassed by goyfs, wild nacatls, and knight of the reliquarys. Your still just better off relying on wastelands and rishadan ports. Chalice of the void happens to be effective in this matchup and perish also will help too if you decide to splash black.

Lava Blister doesn't seem great either, I'm sure most opponents would just take six in exchange for me not making a two drop and develop a strong board position that prevents me from coming even close to finishing them. Wouldn't Price of Progress do more damage anyway?
Goblins have been really good to me. I've never had a losing record with the deck, take home lots of prizes, and feel like I can compete in almost any match-up. Here's what I run:

Summoning Trap is something I'm still testing, but I think the immunity to Counterbalance and the explosiveness really helps against blue. Pillar is for combo and Pyromancer is wrath in the mirror.
Now here's the problem: I am consistently outclassed by zoo, which is becoming more and more popular where I play. Tarmogoyfs, 3/3s, Woolly Thoctars, and Kird Apes all prevent me from attacking favorably and so I get taken to the long game where I get wrecked by Cursed Scroll or Grim Lavamancer. Even in race situations, zoo just seems to be a little bit faster and has Lightning Helix. I've even had Volcanic Fallout played against me out of the board. It's a nightmare.
What can I do to make the zoo matchup feel a little bit more fair? I've thought about playing Mogg War Marshals to chump block, or maybe Goblin Goon to combat big creatures, but I'm not really sure. What can I do?

Decree of Apathy - I like the ability, but I don't understand the mana cost. This would make more sense to me as a blue or red ability and not a five color ability. The cycling ability is very abusable in my opinion, especially when an aggressive deck is playing against an empty board, as it acts like an instant speed scalable Armageddon that leaves the player with a bunch of threats on the board and an opponent who is now several turns behind. It's also uncounterable and cantrips. Ouch.
Out of the Burrows - This is a cool card. Personally I would prefer for the sacrifice to be part of the resolution of the spell so that you don't get blown out if the card is countered, but that's a fringe issue. The fact of the matter is that this is a fun token creator aggressively balanced against its drawback, and I dig it.

Mind Control: The criticism I have is that the "mind control" flavor reminds me of Mindslaver-type effects, which this card is nothing like. Nevertheless if I think of the card in a vacuum the flavor fits pretty well. The effect is pretty good
Bloodsucking: This is really cool! I love the idea of damage feeding into mana. Flavorfully I think black is a better fit as funnel style life cards are pretty close to this. Costing at 2B probably would have been correct. I love the idea though.

It didn't occur to me how good Chalice of the Void could be against zoo. A Chalice set to one turns off huge problems like Grim Lavamancer and Cursed Scroll as well as Lightning Bolt, Wild Nacatl, Steppe Lynx, Savannah Lions, Kird Ape.. wow, that's damn near the entire deck! Plus Chalice helps other matchups as well. Thanks for the advice!
