Well, usually the benefit on man-lands is they are impervious to sorcery-speed removal. This one requires you to keep 4 mana up to save it, but you can save it from pretty much anything.

Well, yes, I do believe 4 drops are better than 2 drops.
Unless you are comparing one specific mode of a spell with another choice-less spell for the same cost, in this case yes, Blightning is better than Kolaghan's Command.
well at least this is stackable and can be better in late game
