I honestly haven't played against enough goad decks to have a strong opinion.
In theory, I like it because it can increase the pace of the game. I think that I prefer monarch as a mechanic, though, because players are incentivized rather than forced to attack.
I played a lot of Commander Legends draft, online and in paper, and I found the format to be very stall-y. I guess that the abundance of goad is supposed to prevent that in this set? (I realize that we're talking about a precon here, but I believe there is a good amount of goad in CL: BG).
On the one hand, this does slot nicely into a “package” of cards that are fairly easy to slip into mono-white decks. path to exile, winds of abandon, oath of lieges, ghost quarter, and field of Ruin can all proactively trigger this card… and all five of those cards can also potentially get you a treasure out of smuggler’s share… and all of them except field could potentially put you behind on lands to benefit from effects like land tax or weathered wayfarer (the latter of which can find nonbasic lands like lotus field to make sure you stay behind on land count). That is neat.
Also, I acknowledge that this card’s reactive “sweet spot” (tables where people have the money to play fetches but are casual enough that a normal tutor might not signal an immediate infinite combo) likely exists out there. Probably not all that common but it exists.
I really like this take. I don't think the card is busted by any means, but I think that this, along with other "catch-up" cards recently printed, create a "preponderance effect" that makes for a nice package for mono white decks. I don't see this card seeing play outside of white/Boros decks, with the possible exception of hatebear strategies.
Drizzt and Catie-Brie get cards that partner with each other.
Or, maybe, there will be several cards that only partner with other FR/CL2 cards (sort of like what they're doing with the Stranger Things cards).

Agreed. A two-color card that "cantrips" only when you play a spell afterwards feels weak. The difference between this and Glimpse is pretty significant, even if it triggers on tokens ETB.

As a lifelong (well, since 1994) GW player, the new Sigada makes me sad, mostly just because she's a worse Winota. I'll still try to build her, of course; at least I can run all three SIggies in one deck.
This is awesome for all the obvious reasons. One note, though: it exiles a creature you OWN so it does have that Trostani 2.0/Homeward Path thing going for it.
That's probably the least exciting part of this card, but I think it's worth noting.
Blinking the SFM that got the sword in the first place is gas.
Enchantress player in me: Killian reduces the cost of auras you cast on your creatures AND on enchantments you cast as removal. Nice
