I like Prava in the 99 of a cat tribal deck. I feel like cats as a tribe are kind of all over the place, like a cat chasing the dot from a laser pointer.
Cats can go tall with Arahbo, Voltron with Nazhan, or wide with Mirri. I think Prava supports Mirri best with stuff like White Sun's Zenith and the Ajani that makes mad cats.
I don't think it's busted and I don't think the sky is falling. I am absolutely going to add this to my Kozilek, BoT deck because all that deck wants to do is get to ten mana anyway.
As a few people have already said, I think Lotus can lead to more "non-games," games where one player gets an obscenely fast start and the game is over shortly thereafter.
I don't think this goes in every deck, but it is really good in some decks, usually decks that are already very strong: in Urza you can power out a T1 Urza and, late game, it's a Mox Sapphire; in Korvold, as with Urza, it's never really a "dead" card.
The card will change the landscape of the format but it is high-risk/high-reward. I don't think this is better than Ring/Crypt or even LED much of the time.
The problem with Lotus, if there is one, will not be with its ubiquity, but with its propensity to swing games. Arcane Signet is problematic because very few non-green (and many green) decks want to run it. This will not be the case with Lotus, and that's not just because it will (initially) be pricey.
I like that Belbe's ability works like Edric's, only triggering off your opponents losing life (not you).
I like that we have another Golgari artifact/colorless legend. I guess Belbe slots into Glissa? Or does anyone think she's strong enough on her own?

If I read correctly, they are not planning to release 4-5 Commander decks, on their own, as the did between 2011-2020, next year.
I'm not wild about these and I think they're less good (from what I've seen) than the ZEN precons but, honestly, as someone who is feeling serious wallet strain from my Magic habit, I'm kind of glad that there aren't any Fierce Guardianships/Dockside Extortionists in these decks.
I do miss the old way of doing things, releasing 4/5 commanders, on their own, once a year; it was like Christmas for Commander players. But, yeah, I'm glad these'll only cost me 20 bucks or so, if I buy them at all.
All that said, again, I'd like to see them focus their Commander energy on making 4-5 really strong (and still affordable) Commander precons each year.
I do like that these replaced those jank-ass planeswalker decks, though.
