Which makes overthinking the first mission kind of pointless. shadow should put me on a mission, because if there’s anything you can be sure of, it’s that spy!Vaimes doesn’t want a 1v1.

Vaimes is a rebel. Failing mission one is suicide in this game, so there’s no reason for spies to want to go on it.
I mean the mission thing strikes me as Secret Hitler. It would be an awful idea to throw a facist policy on the first pairing unless you don't have a choice, and the player before you knows you don't have a choice.

But that's not true at all? Bad guys can pass a mission to try to remove suspicion, get good guy cred, and go on later missions. That's why mission 1 always passes not matter what
