I like Treachery over Volition Reins as it lets you untap five lands after you play it thus leaving your mana open for counters.
I'd definitely want some bounce, because if they play something while your tapped out and you can't counter it than your gonna want to bounce it so you have a chance to counter it. You have a ton of draw, I think you can lose the two Ancestral Vision for two spots of bounce.
Also, another card I'd consider over Volition Reins is Bribery, this card is just bananas if your opponents play stuff like Eldrazi.
Overall the deck is very solid.
Oh and forgot to mention there is actually a Primer, look at the top of the casual page for the Primers section, on mono blue control so check it out for sure.
Oh and if you have the money you may want to invest in some Vedalken Shackles they are nuts good in mono blue control, but run about $20 a piece.
Oh thats right Legacy banlist LOL I missed that, well looks like we are going to have to think of something else for mana acceleration as we are definitely going to need some since our main card costs six.
Voting to remove Etched Champion, I don't see us playing a ton of artifacts, as we aren't gonna play artifact lands since we have Scrying Sheets in the deck, and Etched Champion as only really strong with equipment and most of the really strong equipment is out of our price range.
starcr: Well you already have Ponder which can shuffle the deck but I'd recommend fetch lands overall for shuffling effects. If you can afford them the pay 1 life one's like Misty Rainforest are best to use otherwise just add a playset of Evolving Wilds for shuffling effects if your on a budget.
Kharhaz: In your mill deck I'd strongly recommend four times Jace Beleren as it is an awesome mill card and I'd also recommend adding four Hedron Crab along with some fetch lands to maximize on the Crab. Mesmeric Orb is also awesome in mill decks, I'd recommend it with five stars.

Olivia Voldaren seems pretty cool. I guess there were so many people trying to splash red into vampire decks that WOTC finally gave them a legitimate reason to do so.
I'm not really a fan of Liliana of the Vei especially since her CMC is three, I really don't want to see this becoming a trend of planeswalkers costing three to come out no matter what their abilities are.
I'd play a few copies of Collective Restraint to hold off speedy aggro decks.

Ghost Quarter is a cool card and glad to see it back though.
More than anything from this set I'm so excited about the new enemy lands, I just hope they aren't too overpriced.
