Off the top of my head, go to PlaneswalkerPoints.com and click the event finder, enter your zip code, uncheck everything other than Preliminary PTQ's. It will give you a list of local stores, you can click on each store and look for the date of the PPTQ. For the most part, every WPN store will be hosting one PPTQ per season.

Standard can be up to 8 sets (for now). Theros, Born of the Gods, Journey Into Nyx, Magic 2015 and Khans of Tarkir are all currently legal. Fate Reforged (1/2015), Dragons of Tarkir (4/2015) and the as of yet unnamed Core Set from the summer of 2015 (7/2015) will all enter Standard and not cause rotation. When the set codenamed "Blood" releases in Fall of 2015 Theros, Born of the Gods, Journey Into Nyx and Magic 2015 will all rotate out at the same time. This also marks the beginning of a new rotation policy for Standard which I won't detail to avoid confusion.
See number 3. Running more events is always better for your store. Even if you had to cancel your competitive event for having less than 8 players running a small casual event is still good.

I'm super underwhelmed by this card. Especially on the heels of cards like Banishing Light and Stoke the Flames. Even Wizards' article seemed to question why this is the promo card.
I don't think that is explicitly true...you just need to be a registered TO at a WPN store.
Organizer will:
2.1 Conduct Events only at a WPN Location or a Public Location, and will conduct
Events sanctioned under a WPN Program only if sponsored by a WPN Location.
You cannot host at your house. It must be a public location. And to be sanctioned you would need to be added as a Tournament Organizer by a WPN.
