You might say "Creatures' power and toughness cannot be changed. Creatures whose printed power varies based on an ability of that creature, have power 0. Creatures whose printed toughness varies based on an ability of that creature, have toughness 0.", though that may also cause confusion.
Inevitably the card would either not be printed, or if it were important it would just have to be explained.
If you didn't mind lhurgoyfs, you might say
"Creatures's power and toughness are not affected by spells, counters on that creature, activated abilities, triggered abilities, or replacement effects." [or you can say "can't be changed"]
P.S. - No matter how you word this ability it also removes the use of all the -a/-b kill spells. Luckily burn and destroy still work XD. Also, I'm not sure if I worded the second one gramatically correct, but I tried.
It isn't relevant particularly to the last few posts but if a card like molasses world was ever made, it would probably read "Whenever a creature plays an activated ability tap it." or "Creature's must tap to use activated abilities. (If an activated ability has T in its cost, ignore this effect.)"
On the QT cost thing, I would instead do like "C, T: Do something, untap this permanent" or "C, Q: Do something, tap this permanent." so that the card would actually have to be in specifically one of the two states instead of in either.
