I was thinking about making a similar deck earlier today, actually.
A better win condition would be Mind Funeral, although archive trap would probably be a good sideboard. You've got a good direction, though. (This all depends on how the format ends up)
There's a whole lot of cards in here with doublecolored costs, you'll be pretty hard pressed to cast anything, unless you invest HEAVILY into nonbasics, and even then it will be rough, I think.
I'd get the deck down to two or three colors. I'd think UGW, get manlands or something similar instead of mantis engine.
First, when a card is suspended by Jhoira, or I guess suspended in general, can it be targetted by things like Chisei, Heart of Oceans, or other cards that remove counters, or does it have to specifically say a suspended card, like Clockspinning?
Suspended cards are RFG/Exiled, so they are not permanents. Chisei won't work.
Second, if I play Eternal Dominion, can I still suspend cards with Jhoira, since technically it's not playing a spell, but an ability. And if so what happens when the time counters are removed from them?
You can still suspend them, but when they unsuspend, you play it. Or would have, if you hadn't played an Epic spell. I'm fairly sure they'll just stay in exile forever.
Could the new rules enable it to come off at some point?

Never. The reserved list isn't a game rules thing, its a deal that Wizards made years ago with the secondary market.
Much of those who made the Reserved list don't work at Wizards anymore, and much of R&D doesn't like it. Maro wrote about it a few months ago, if memory serves.
Personally, I only really take issue with the no mana burn and battlefield/exile, for flavor/tradition and terrible names, respectively. The rest of the rules aren't that bad. They make the game more intuitive. As much as I loved damage-on tricks, it is kind of complicated for less experienced players. As the rules guru for my local playgroup, that was made up of newer players, it will make things a lot easier.
Overall, I'm ok with this. Also, Ball Lightning, hells yeah.
Think about cards like Hand of Cruelty the bushido makes him a very nice chump blocker, and his pro white (I don't know how that can help expect against thoctar and WW decks.)
Rogues would probably lend itself more to a UB build, I'd think, especially due to how the deck rolls to just about any form of global destruction. Anyway, for a rogue build, you absolutely need Auntie's Snitch
You can make AIG (Hypergenesis combo) for pretty cheap, if you already have a bunch of fatties to abuse with it.
Atog Affinity isn't really plausible anymore, especially due to PtE. I learned that the hard way.
I would imagine monored burn will be plausible with additions from upcoming sets. There are also plenty of tweaks you can make right now to have a fun and decent deck. Don't just be a netdecker.
Besides, isn't this a little early to be thinking about Extended? The next season isn't for a while. We still have to wait to see what M10 and Zendikar will bring for decks.
What I think you're missing is the philosophy of Red, the primary color of haste. Red is worried about killing you as fast as possible.
So, what good is this? It puts you a turn ahead. Your opponents are forced to be more defensive, and can be forced to make bad plays. Basically, it helps aggro be more aggro. Which is what aggro wants to do.
I dont know what is wrong with magic players these days. Why do you think simple = better or more fun.Its not (most of the time), Diveristy is fun! Lets not forget magic started simple which was fine, but the early designers knew the way to keep the game interesting was to add more mechanics and keep the game semi-complex! Magic is for people who want to think.
So, if you like diversity, Silence a new option for you. It has definite positives over Chant. Diversity and complexity is all about options.
I dont care about multiplayer, in my area when multi-player does get played... its with any format of cards so making standard cards that appeal to that doesn't make sense.

I dunno if this has been mentioned (not going through 28 pages just to see if it has) but wouldn't Nix be a good idea against Chalice for Zero?
I mean, granted Nix isn't "omg amazing" but if one of the deck's concerns is a zero casted Chalica, a single Nix could cancel it out and still allow the deck to go off T2 or T3.
Ingot Chewer is a better answer, in my opinion. Especially due to Nix blocking Cascade.

Also, you have no source of green for Bloodbond. I'd just drop it, it isn't that great.

I think the formats you are referring to are called Extended, Legacy, and Time Spiral Block.

We will be dropping an average of 3-4 creatures off Genesis.
Say we drop 4 creatures, one being Nobilis. Assuming they all have haste, that's an extra 6 damage, assuming nothing is blocked.
If we have a Bogardan Hellkite in that place, we get 5 damage, and it can blow out chump blockers.
I don't think the Nobilis quite up to par, here.
