Some other attempts to create a powerful card draw engine for controllish decks. What do you think about them?

At the beginning of your upkeep, you may draw a card.
Pact of the Council 1UW
Enchantment (Rare)
During your upkeep, you draw a card and each opponent gains 1 life.
I like the idea of putting the abilities together. That really balances the card. That way you cannot simply wait with the activation until the end of your opponent's turn to draw a card (unless you're okay with skipping the "moat" ability).
@DJK3654: Thanks for your input, but I think I would keep it at rare. As I mentioned, it is intended as an Old School card. Back in the day, the rare artifact slots were given to cards like Jayemdae Tome and The Hive.

the task is to create an artifact that both draws cards and creates tokens for an Old School flavoured core set.
How about the following, rather simplistic (Core Set...) execution:
Tome of Creation 4
Artifact (Rare) 4, T: Draw a card. 2, T: Create a 1/1 colorless Ant artifact creature token.
So it is basically an Arcane Encylopedia and Sarpadian Empires Vol. VII rolled into one card. Being a little more expensive than each of both, in exchange.
I know that R&D has gotten sour on tutoring mechanics, as it leads to repetitive gameplay.
Anyway, I have a soft spot for the DrawGo-archetype. Hence, I created the following instants. Some of them having "instantcycling" (you can discard the card to search for an instant of a certain mana cost, depending on the instantcycling-cost).
What do you think of them?

I’m trying to design a strong protective white enchantment for a custom set and came up with the following (essentially a variant of Worship, referring to artifacts instead of creatures).

I want to create a land that taps for any kind of mana. It should have a similar power level as City of Brass, but not hurting its controller.
Here is my first take on it:
Paradise Vale
Land
T: Add 1 mana of any color.
Lands your opponents control have "T: Add 1 mana of any color."
Would that be fair?
Any other ideas of how to design such a land?
