So yeah. Feather is only going to lose Reckless Rage and maybe Shock in rotation now (everything else is replaceable). But I would be shocked if their isn't a new one mana red removal spell that is shock level in power or greater if shock doesn't get reprinted. On the other hand Gods Willing is straight up upgrade in Standard outside of Wrath effects. So maybe a 3/1 split with Sheltering Light until rotation.
shock is in one of the planeswalkers decks, there is a chance that it gets updated from M19 to M20, but doesn't get reprinted inside of the core set itself.
As for Gods Willing over Sheltering Light, I'm not entirely sold on it.
It allows you to dodge targeted exile effects (until now you needed to splash blue for dive down to do that), but in some circumstances it can cause yout pumping spells to fizzle and not resolve, so you can't get them back.
I'll surely want to try it out in my Feather decks and see how many time that happens.
I didn't care much for any of those formats apart from the last: Ravnica Block event.
It was a refreshing change from the current stale standard on the play queue dominated by red rush and esper control.

For a golgari one, the two versions they made made 1/1 deathouchers and 3/3 deathtouchers (this more in line with old Garruk). Apex predator destroyed creatures (Vraska has this covered already), while interestingly enough, the 2-faced one went for a mix of evolutionary leap and survival of the fittest and a very golgary themed beat-down ultimate.

Thinking about it, a new golgari Garruk that toys with big creature tokens, creature recycle and such would be a nice space to explore.
Looked at the numbering of the extra cards (outside the main set).
302 to 306 are probably for the 5 face cards of the gift set and we won't see them until after the fall set. 307 to 320 with the exception of 317 are still up in the air it seems.
Then there is a hole from 322 to 327, 6 cards unaccounted for.
Then again 329 to 332, 3 unknown cards.
and finally 334 to 337,another 4 unknown cards right before the tokens (might be tokens as well). EDIT: nevermind this, 337 is Aggressive mammoth so I'm assuming the rest will be reprints like an M20 Angelic Guardian and Serra's Guardian.
So it probably fits other cards like reprints of rabid bite and all other that are about to leave standard or are not standard legal, but are printed in the new planeswalkers decks.

And yet 2 years later (the time frame in which they could change things) they had a whole core set featuring him and well as him planned for Dominaria.
Also during M14 we had mono-green Garruk for the core set and people got upset since they thought he was cured of his curse off screen and did't pick up on it being a version of Garruk from the past.
Reminding people of that kerfuffle is more of a meme than a serious argument. My serious argument about why we are not seeing Garruk was right above that.
They could bring it back as monogreen for a core set, but at this point they already have Vivien to flesh out and Garruk as a black green would overlap too much with Vraska at this point.
Otherwise you can bring her out as soon as T3 in Standard with only 2 lands.

As a Green-Black (most likely) he would probably be a little too similar to Vraska (creature tokens with deathtouch, destroys creatures/planeswalkers).
They would need to find him new abilities to make him different enough from both Vraska and Vivien to not make him feel too redundant.
