Sparkstealer Sliver2BR
Creature - Sliver
When a loyalty ability of a planeswalker is activated, you may have Sparkstealer Sliver deal one damage to that planeswalker. If you do, put a +1/+1 counter on each Sliver you control.

IIW: Timebombs (permanents or spells ramping up over multiple turns to a "finisher" effect)
Would a wording like:
"Exile target creature you control, then return it to the battlefield under your control, then exile that creature and return it to the battlefield under your control"
Help?
You don't choose a new target and "that" referring to the creature returned to the battlefield could help circumvent the "cards returning to the battlefield are new permanents" clause.
Project Zero1UG Legendary Creature - Jellyfish
Graft X (This creature enters the battlefield with X +1/+1 counters on it where X is the total amount of mana paid for this spell. Whenever another creature enters the battlefield, you may move a +1/+1 counter from this creature onto it.) 3UU: gain control of target creature with a +1/+1 counter on it. 3GG: proliferate.

Eminence - At the beginning of combat on your turn, if Soul of the Crash is in your Command zone or on the battlefield, you may pay WBG. If you do, create a token that is a copy of target Rhino, it gains haste until end of turn and must attack this turn if able or return target Rhino creature card from your graveyard to the battlefield it gains haste until end of turn and must attack this turn if able.
Other rhinos you control have +1/+1 and hexproof.

IIW: Offcolor creature types (For example blue wurm, green angel or white demon)
Wouldn't that completely defeat the purpose of planeswalker's spark being a rare occurrence?
I mean, at any given time a plane can manage to have how many? 2 or 3 native planeswalkers of adult age? (I doubt Ajani would recruit kids). With Dominaria and may be Ravnica being the exception due to high population and long lifespan of some walkers.
Wouldn't make much sense in lore to have droves of generic planeswalkers all with the same flavour, appearance and abilities.
Challenger decks are probably one of the best products WotC made in recent times.
I have to say that a second run of those is really welcome, especially if like in the previous run they have a decent number of sought-after cards.
Yet... Hoping that one will not be another red-deck-win.
*****ty art direction? Must be those damn SJWs am I right? Same reason I stubbed my toe this morning.
I'm assuming you misinterpreted the point (I hope not maliciously):
Teysa and Zegana have an established character identity and the artwork chosen to represent them here goes against that established identity putting them into a very generic "angry mage/warrior" position.
For example, Teysa is a cool, scheming character that is more into plotting, manipulation and backstabbing rather than wiping people away with pretty magic lights. Even in the novels she seldom used magic (if ever) apart from her abnormal longevity.
It is pretty much as if they took Teferi and depicted him striking ogres with an axe or Nissa burning down a forest.
