I haven't played a Fallout game since the first one but this set is looking terrific. Energy commanders, Scrap tokens, the bobbleheads, Rad counters; there is so much neat stuff happening here. Almost as hyped for this as Lost Caverns.
While thematic, fans have a habit of lashings out angrily when arbitrary things are added so a nonexistent cookbook for Sanji feels out of place. It'd be more proper to go with an item that does exist. His raid suit is perfect for this. Even if he hates it and destroyed it. He did wear it, it has obvious powers. And it was real.
Ignoring the above to discuss the card. This cookbook is insanely overpowered for anything short of a mythic. The ability to repeatedly tap down is game breaking in limited. This adds on a stun counter and gives a food whenever it isnt used. To keep its abilities it can't produce it own food.
His raid suit has no connection to him being a cook though. I did changed up Attack Cuisine.
Gaining ward as an activated ability is troublesome because it doesn't work the way people assume it does. There isn't a clean way of achieving the effect that players assume you get with ward this way.

Donna seems pretty strong on her own, nevermind adding colors. Weeping angel is gop down and glorious, I can't wait to pop that out against someone while humming "Just Like Heaven"
Seems reasonable to me. Its cost and stats are fairly priced and the abilities are strong but would take a lot of setup to be abused. Plus I always love to see more Weirds and suspend support in the game.
I had to do a little research on the character (never watched much of the C.Baker/McCoy eras) but from what I read it seems like you got the flavor spot on.
Great concept. I agree with Gothbin about expanding its utility. Altering it to blink target player's graveyard with you still getting the cantrip would be the way I'd take it.

and rat tribal is gonna hype spike hard again it looks like rat tribal is the tribe in the set (it hype spiked the last time when Ashcoat of the Shadow Swarm came out and then again with Karumonix, the Rat King)
I was looking closer at the teaser arts and it struck me that the fellow in the Duskmourn piece with the shattered mirror is not only wearing a very 1980s style, but is holding a device that resembles Ghostbusters' PKE Meter. Might be some insight to where the cultural inspirations will most heavily lie.
