Not that Oketra's is a particularly good card, as far as I'm aware, but still.
Probably pretty good in any Commander deck that can easily search it up along with Top (particularly white or Boros, which tend to lack in good draw), since unlike Future Sight this card isn't at all color-restricted.
Fortunately Top is already banned almost everywhere. "1: Draw a card." or "2: Ponder" are pretty good off a relatively cheap pair of artifacts.

Creatures you control named Multiplasm get +1/+1.
Whenever Multiplasm deals combat damage to a player, create a token that's a copy of Multiplasm. 1/1
The Great Siege Engine - 6 Legendary Artifact Creature - Juggernaut
The Great Siege Engine attacks each combat if able and can't be blocked by Walls.
Whenever The Great Siege Engine or another Juggernaut you control becomes blocked, it gains trample and gets +X/+0 until end of turn, where X is its power. 4, Discard a card: Create a 5/3 colorless Juggernaut artifact creature token named Juggernaut with "This creature attacks each combat if able" and "This creature can't be blocked by Walls." Activate this ability only any time you could cast a sorcery. 7/5

Looking at the flavor text of Yavimaya Ancients makes me wonder why Taaveti of Kelsinko never got a card. He's quoted in flavor text on 15 different cards.

Double strike, trample, haste
Whenever Rangros deals combat damage to an opponent, it deals that much damage to each other opponent.
At the beginning of the end step, sacrifice Rangros. 5/1
I don't think mono-red has nearly enough library manipulation for this to be remotely playable, and given its mana cost and effect it's only remotely playable in mono-red as it is.
It also probably needs haste because if you do manage to set it up somehow, it'd be nice to use it right away before everyone gets a chance to kill your 3/3 Goblin with no protection.

Saffi Eriksdotter got a card and she was only ever quoted on Lhurgoyf.
I don't know my lore, though, so maybe Saffi was important in a story. Or they just made her a card because Lhurgoyf's flavor text is iconic.
Also, the card has a neat flavorful synergy with Oathkeeper, Takeno's Daisho, which is cool.

As noted in the OP now, I wonder if designing it similarly to Pack Rat might work better.
It also probably needs haste because if you do manage to set it up somehow, it'd be nice to use it right away before everyone gets a chance to kill your 3/3 Goblin with no protection.
