In the sideboard I would probably include 3/4 Negate removal heavy control decks. (Sideboard in for Dovin's Veto.
If you expect games to regularly play for 10+ turns you might want to consider running Fleet Swallower.

I'm not a huge fun of Endless Ranks of the Dead or Open the Graves. They are both 5 mana do-nothing enchantments that put a target on you before you've gotten much of any value. -

I would argue that Fblthp serves in two important roles:
1. He is comic relief which is needed to a certain degree in a heavy storyline.
2. He is an excellent mascot character for magic as a brand. Probably the only one that they actually have.
That is probably the reason why they included him in this high profile release, instead of putting him in Guilds or Allegiance.
That being said. Not every rare or mythic in a set will have any impact on the story whatsoever. I am pretty sure that the mythic Roalesk, Apex Hybrid will not have any significant impact on the story given that he is a legendary creature in a planeswalker focused set. Sole exception here will be Niv-Mizzet, Reborn which seems to be the Soul of Ravnica, the Living Guildpact or something along the line now.

First suggestion is that you might want to post your decklist here. I handle it just fine, but some people are a bit picky about not having the decklist right in front of them on this site. [deck,][/deck,](without the periods)is how you do it; then just enter each card's name with a number(most people use 1).
As you can see in my signature, I stretched a bit further, and made a Grixis zombies deck, as opposed to Dimir. Not saying one's better than the other, but it may play into how heavily you want to take my suggestions. So, here are some of the missing pieces(those without price tags following are less than a couple of dollars):
Relentless Dead($8) - Arguably the best cheap, recurrable zombie you could ever ask for. If you've got the oodles of mana(and I imagine Cabal Coffers will do it for you), you can save your whole army from a boardwipe.(EDIT: I'm confused...do you have Relentless in your deck already, or is it one you're attempting to acquire yet?).
Withered Wretch - I am not a huge fan of mill(GY decks abound, but your meta may vary), BUT...if you intend to stay on that route, it never hurts to have a way to take out the choicest pieces that you can't steal for yourself. On that topic...
Coffin Queen{$6) - She's been errata'd as a zombie, so she fits VERY nicely into your plan. She also serves as a political tool, in various ways.
Fleshbag Marauder - Sure, he's usually a one-and-done guy for the ETB trigger, but if you recur him, he gets REALLY nasty, really fast.
Unbreathing Horde - More useful if your meta is damage dependent, rather than removal heavy. He can also get pretty stupid fast, and without removal, he can be hard to get through.
Vengeful Dead - Punish them for killing your zombies. Every little poke helps.
Havengul Lich - Another meta dependent guy, but he's oh-so-fabulous most times. Add in that the zombies you already have(plus some of the zombies I'm suggesting) have activated abilities, and it will rarely be a bad draw.
Lord of the Undead($13.50) - Another Unholy Grotto(only straight to your hand) is never a bad thing. Add in the anthem, and it's a must have. That price tag, though...
Suggested miscellaneous:
Grave Pact($15) - Punish people even more when you cast Fleshbag Marauder.
Dictate of Erebos($11) - Arguably better than Gravepact because of flash, but if you can, why not run both?
Sudden Spoiling($3) - Few things are more hilarious than having someone swing their army into your zombies only to watch them turn into fresh meat for your rotted friends. Has saved me from lethal damage more than a few times as well.
Army of the Damned - The cost is prohibitive at first glance, I admit that. But more zombies is still more zombies, and being able to flashback it is another plus. Give it a shot at least.
Urza's Incubator($10) - Another way to reduce zombie costs, aside from Warchief. This and the Horn can be expensive though...
Herald's Horn($14) - See above.
Aetherworks Marvel - Saccing all those zombies should have an extra benefit, I would think. This is an underrated card for those types of decks, I think.
Westvale Abbey($5) - Again, saccing zombies should benefit you in as many ways possible. There's also some flavorful cohesion in having zombies sacrificed to summon a demon, don't you think?
That's just a few of the ideas I have, maybe something will tickle your fancy. -

This will leave you with 37 lands, which is a super healthy amount. You'd be fine going down to 36 lands.
That will leave you with 23 spells you need to cut (22 if you go down to 36 lands).
As far as basic lands, you only have two cards in the deck that care about your land base and that is Cabal Coffers and Nirkana Revenant. Realistically you're going to have to combine these with Urborg, Tomb of Yawgmoth to make them work efficiently in two color decks, so I wouldn't worry about running a certain number of basics, your land base in the deck list looks great imo once you make the cuts I suggested.
As far as spells to cut, remember that The Scarab God is mana sink, so pays not to double up on many cards that require to invest additional mana. The point of his ability is that when he dies returns to your hand, so you have access to him, more than a lot of commanders.
Sure Graf Harvest can be aggressive with the menace, but spending 3B to make a token Zombie is never a great place to be when you'd much prefer to spend it on 2UB using The Scarab God ability.
On that note it's "nice" to have backup spells when The Scarab God not in play, but I'd fall back on the case of he is hard to kill so lean on his ability and not play for example Extract from Darkness, which is just his ability but ties up a card in your 99.
Josu Vess, Lich Knight requires a kicker, so reanimating it isn't very good.
Leyline of Anticipation is always is disappointing card to draw if you don't have it in your opener, which is most games. Statistics don't lie.
Paradox Haze seems a bit too cute for the The Scarab God upkeep and Endless Ranks of the Dead.
In Garruk's Wake is excessive, you have plenty of creature control already.
Wonder, with so much Zombie evasion, I would focus on the control aspect, not the aggression. You already have potential menace and swampwalk.
Liliana's Mastery for 5 mana in multiplayer commander, it's actually pretty weak.
Gravedigger, your creatures are fine to stay in your graveyard with The Scarab God ability.
That's just 13 more cards to cut..and they are all on theme and good. So now it just comes down to personal preference. -

In your case, I would maybe try to look at what type of card you need more of. Do you need more counters, more wraths, more token generators, etc?
Specifically from your list, Undead Warchief and Zombie Master would probably be reasonable. Army of the Damned might not be the most cutthroat, but it'd probably be fun to resolve. Training Grounds is probably too expensive, but maybe Heartstone is within your budget? Making TSG cheaper to activate will go a long way.
For lands, is Underground River in your price range? Maybe Darkwater Catacombs, as long as you make sure it's the first land you tap, since it can't make anything without help. Bad River will "eventually" find you duals. Both of the Memorials from Dominaria are also excellent.
EDIT: One more that I just thought of. Not the highest on my list, but it's a Zombie, it's a common, and it's on theme: Rotting Rats! -

- Corpse Augur: Dimir colors have access to all of the best card draw spells in the game. I'd rather not wait until I can off this guy to get some, even if he is a Zombie.
- Crypt Ghast: Doesn't seem to fit with the rest of the deck. In a vacuum, it's a solid card, but it's not a Zombie or a key reanimation target.
- Havengul Skaab: Is this a type-o? This card is unplayable.
- Jace's Archivist: Guys like this that you have to untap with in order to get value are rarely worth the wait. Even if you try to cheat with Lightning Greaves etc, it's still unlikely to turn a profit.
- Josu Vess, Lich Knight: 4 mana for a 4/5 menace is kind of meh in this format, so this is really only good when kicked, and kicker doesn't work when reanimated.
- Notion Thief: It's a fine card, but it feels a lot like running a single Thalia or a Gaddock Teeg somewhere in the 99. One random hate-bear that you might never use or might not get at the right time.
- Soulless One: Vanilla body, no evasion or abilities, not good.
- Blue Sun's Zenith: I've had excellent results with Pull from Tomorrow, which is also a bit easier to cast.
- Dissipate: Another fine card that just doesn't seem to fit. Not sure what your goal is with your counters, but mine are all to protect the God from harm, so I went with cheaper Negate effects. Counterspell is fine, Arcane Denial is also pretty solid. Disdainful Stroke is surprisingly effective, Stubborn Denial is almost always ferocious, and even plain old Negate is solid.
- Wretched Confluence: The other confluence is soooo much better, and pretty cheap after a reprint.
- Graf Harveset: You'll never use the four-mana ability on this card when you could use the one on your commander.
- Levitation: For one more mana, I'd rather have Eldrazi Monument. Four mana just to give your guys some evasion that they don't really need seems weak.
- Manalith: You only have two colors, and they just printed Dimir Locket.
- Grimoire of the Dead: You have to untap with this how many times to turn a profit? No thanks.
- Hedron Archive: Another fine card that doesn't seem to fit much. I've found that more colored mana is the bottle-neck than colorless. Wouldn't fault you for keeping this one, but if you HAD to cut something...
...and I just can't resist advocating for a couple cards that are dirt cheap and have done serious work for me:
- Pull from Tomorrow
- Dimir Locket
- Champion of Wits
