Best guess is its a vampire as their name Vito (Life) is a modern variation of the name Vitus (Life-Giver). Also could be a pun on Veto, such as vetoing a legislation or decision, so it might relate to Fiora's voting minigame.
Well its a showcase card. Its also likely to whoever this Basri is also the new planeswalker from a plane we have visited. As with the MTG lore there is currently no one with the name of "Basri", not even as a secondary character.
The background gives me two ideas
It's either dominaria or innostrad based on the flag and swords all over the place

Because Eldraine, Ikoria, Theros have had showcase cards at common. Also maybe on Dominaria, but instead of Innistrad I would suggest Theros.

Well from the leaker's post it was stated for the Teferi one to be tentative on the starting loyalty number. So they might have seen an early draft of the card which has radically changed since except for the mana cost.
