Ooooooh! Good Suggestion. I like that and it's easy on the wallet. It dilutes the legendary theme a bit but I may have to tweak a bit to run a full playset.
I like the suggestion too but I would play Lifecrafter's Bestiary if it were myself. It also triggers off of all of your mana dorks and it provides free Scry value every turn.
I like that it triggers off the walls/birds but I don't like that to draw the card I have to pay mana each time, which could limit its effectiveness.
Probably need to test both cards to get a batter feel. Clearly the free scry is a plus
EDIT: Plus with dragons that dump tokens on the board, I would draw a second card without paying any mana.
Is there any card that can act as a substitute to Reki, the History of Kamigawa
It's the only card that I am annoyed to have to shell out for since I don't play EDH much and I don't really have any other Legendary only decks.....
Most of the dragons are going to be pretty big, right? Elemental Bond?

Don't cut your Forests. You need at least 12 but pref 14 to consistently cast your Birds on turn 1. If anything you want to add a card like Exotic Orchard, not Cataracts.
Ok, Orchards in instead of Cataracts, totally makes sense, kept forests at 12 for 24 lands.
I know it's not the ideal playlist but singleton and only legends Dragons is for thematic reasons.
I've been playing a lot of Dragon decks recently out of boredom and the one card that I've fallen in love with is Dragon Tempest. I started with 2, then 3 then suddenly I had 4 and I wanted to see as many copies as I could every game. Not only is Haste huge when you're slamming things like Hellkite Tyrant, Scourge of the Throne, Balefire Dragon and Utvara Hellkite but the removal is actually bonkers. It doesn't seem like much, but then you realize that you're also fielding Scourge of Valkas and Silumgar, the Drifting Death and when you start comboing all 3 you're literally Plague Winding the field every turn. Dragon Tempest is also insane with mass revival (Primevals' Glorious Rebirth) and Kamahl's Druidic Vow because it enables you to dodge mass removal and other slow forms of interaction. It turns all of those cards into straight OTKs more often than not.
Don't get too fooled by your land count. You only have 21 lands but you also have 12 ramp spells so it's deceptive. It's still 33 sources of mana total and that's nothing to scoff at.
My group is creature heavy playgroup with the only real restriction being no "unlimited" combo's of any sort, finite combos for style points are appreciated. Games are 4-8 players with 4-6 being the norm. The meta is casually competitive as in if we own expensive card(s) we will play them, but this isn't a necropotence table, rather it's more like a phyrexian arena table in terms of power levels.
Our meta has quite a bit of tribal and all the various multiplayer strategies are well represented EXCEPT for pure control (unless mono black). So, there are decks with counterspells but they do not always represent. Everyone has a different way of building decks so no real Mirror Matches exist despite the fact that similar strategies using different payoff cards exist (think ramp decks)
That out of the way, there are a couple other dragon decks in the meta, one is a mono red dragon stompy deck and the other is a Mycosynth Lattice & Hellkite Igniter bashy/combo deck.
I was never moved by the lore of dragons and then I saw The Hobbit trilogy and now I suddenly want to embrace them
My friend designed this on a budget and I am looking for ways or ideas that might improve upon it.

I dropped 4 forest for 4 cascading cataracts but this might not be the way to go

It's 2-3 cards over (not the end of the world and that can be fixed with some tweaking.
Sisay isn't on theme but he searches for Legendaries and I have one copy so i just dumped him in there, he isn't mandatory
The restriction is that ANY dragon card must be limited to one copy due to their epic stature
I think the land count is probably low, if the walls get wiped the deck can't play magic
I'm not sold on the spells, some of which are expensive to cast.
Help me awake from my slumber and strike the fear of fire into my opponents once again
