Hurkyl's Recall returns all artifacts to their owner's hand. Nevinyrral's Disk's activated ability then resolves normally, and destroys all artifacts, creatures, and enchantments. Artifact cards in hands aren't "aritfacts", so cards bounced by Hurkyl's Recall are unaffected.

Technically, if an artifact enters the battlefield after Hurkyl's Recall resolves, or something becomes an artifact, they are destroyed. "My artifacts" is somewhat ambiguous, but artifacts are returned to their owner's hands. If you enchant In Bolas's Clutches on an artifact your opponent owns, that artifact still goes to their hand.
I think you can interpret 721.1 to work retroactively; Since the casting is undone, to the eyes of the game, you didn't even start casting, Selvala's ability wasn't activated while casting a spell, and the card was drawn normally. But it doesn't make much sense and I hope the wording changes.
For the second question, the cards are not reveled as drawn; they are revealed, and then drawn. The rule is about cards like Keranos, God of Storms.
But it's not a cost or trigger condition. Guildmage's Forum creates a replacement effect, conditionally on a certain spell being multicolored and creature and having a certain mana spent on it. There's no trigger condition and the spell isn't referenced in the cost.
It seems this is one of those things where rule manager says "Fixed it. Happy now?" in the next update.
(Also, why doesn't 120.8 doesn't mention mana payments for Ghostly Prison, Mana Leak, Morphing up, Suspend, etc? Ghostly Prison is especially important since you can't produce mana beforehand.)
Note that, if you are in your first main phase and "declare attackers" without asking "Combat?" "May I attack?" or something like that, you are proposing a shortcut -- your opponent has every right to interrupt and act in the beginning of combat step. Of course, you can then change how you attack.
Additional information about the original question: If Tireless Tracker entering the battlefield triggers an ability (e.g. Champion of the Parish), they can kill Tracker with an instant before you have a chance to play a land.

Unfortunately, you don't get to choose "that player". It simply refers to the aforementioned "each opponent" here. In a 1v1 game, you have only one opponent and they can't cast instants/sorceries during their next turn. If you have three opponents, A, B, and C, then they can't cast instants/sorceries during their respective next turns, but A, for example, is free to cast an instant during C's next turn.
To be clear, consistent with the thread I linked to in comment 2, the actions of exiling the creature and putting +1/+1 counters on Ravenous Slime are not simultaneous actions (even though state-based actions, under C.R. 704.3, are "perform[ed] ... simultaneously as a single event"), just as the shuffle, draw, and life total "reset" due to Lich's Mirror are not simultaneous actions.
