The Coat of Arms controlled by the emperor affects only creatures within the range of influence of the emperor, and no other creatures (C.R. 801.2d, 801.10, 801.11; see also C.R. 109.5); creatures outside that range of influence, which mean creatures controlled by players more seats away from the emperor than the emperor's range of influence (which is 2 by default [C.R. 809.3a]) (C.R. 801.2), are neither counted nor affected.

A coat of arms under the control of an emperor will effect themselves and all 4 generals. It will only count the creatures within this range. The enemy generals and emperor can not influence the Coat of arms but the generals are influenced by it. The enemy emperors creatures are not counted towards the benefit to the Coat of arms. Everyone will see the enhanced creatures, there doesn't exist multiple gamestates that the different players have access to.Posted in: Magic Rulings
Range is used to determine what you can affect, not what affects you. So everything an emperor does can effect enemy generals, but enemy generals can't effect the emperor. -

This is consistent with other effects - consider that the emperor could simply Giant Growth the opposing general's creature, and the general would see his creature get bigger without "seeing" the source of the ability.
This is specifically covered in the comprehensive rules - with a note referencing Coat of Arms, at that.
801.11. If a spell or ability requires information from the game, it gets only information from within its controller’s range of influence. It doesn’t see objects or events outside its controller’s range of influence.
Example: In a six-player game where each player has range of influence 1, Alex controls Coat of Arms, which reads, “Each creature gets +1/+1 for each other creature on the battlefield that shares at least one creature type with it.” Coat of Arms will boost Alex’s creatures based only on what creatures are controlled by Alex, the player to Alex’s left, and the player to Alex’s right. It won’t take other creatures into account.
Example: In the same game, Rob is sitting to the right of Alex.
