It's a shame they didn't include shroud on this. I'll probly just stick to Arcane Lighthouse, rather than one of these (I rarely have a problem in my playgroup where I need to target an opponent who has hexproof themselves).
But it would have been cool to have a definitive upgrade, rather than a 2nd possible land to run if I wanted the similar effect.
At this point, I'm just waiting on the Training Grounds reprint in this set.

Welkin Tern and Giant Spider are (not the only IIRC) reprints with new art and flavor text, so your guess is wrong. I'm surprised, you wouldn't recognize the reprints considering one of them is, to repeat, Giant Spider - the reprintiest card of them all.

The 2 planeswalker tutor cards feel slightly more playable than others. Which is kind of neat.
Not much else to see here (I guess the Dragon could be used in niche EDH?)-- some of this art is really sweet so its a shame that it's wasted on jank.
I would agree with everyone that the art direction of the set is just all over the place. Outside of the arena itself, I have no idea what this plane looks like (outside of the lands), and there's just so many contrasting styles, and a lot of it looks amateurish. I guess they chose to do that to give it an air of "fun" and a cartoony hipsterish tournament vibe? Or maybe they had their main art team working on Dominaria // M2019 and tried out a newer team for this set. (That being said, I don't keep track of artists)
I think the reprints in this set (and some of the blue/white cards for EDH) are great-- though I do wonder (outside of Doubling Season, TNN, and Land Tax) how much these reprints will fall in pricing, as originally most of these cards were dollar cards just 5 years ago. Saying this as I usually pick up singles, so I'll probably have to wait 3 months before prices settle at their lowest.
I think we are going to get Lord Windgrace, Serra, Leshrac, and a new planeswalker from Dominaria as the face cards for the decks.
Urza won't be printed (impossible to capture), but there's a small possibility Yawgmoth will be printed as one of the 3 other legends included (though this is doubtful, as Yawgmoth is such a huge character in magic lore, they will probably save him for a future commander set to be a face card).
I think they will print second planeswalker commanders (not restricted to Dominaria) in each box, but none of them will be current Gatewach Members / Team Bolas Members. Half will be new characters, and half old. Then I think our third legend in each box will be Planeswalker Supportive but is a creature, and the 4th will be a wild card commander.
I think they're going to theme the Commander Set after Dominaria primarily with their face cards in honor of the anniversary and the recent Dominaria set. They will focus the majority of cards to be coming from that plane.
Those are my predictions. (Let's see how wrong I get it)
And yeah, if everyone started using wishes only to cast hate cards, sure, but I mean... Isn't that just a problem with the players? Do you want to be playing with that person anyways? It is a casual format first. Just find another player and join their game. Or kick them out of your group. It's about having fun, not about annoying people.
So why have any rules like ban list, or CI rules? If people do un-fun stuff just kick them out.

I think the ban list and the rules are in the spirit of stopping certain cards / actions that can deplete the fun in the game, but ultimately, you're not obligated to play with someone you don't like playing with. That person moves on, you move on, no big whoop.
But I don't feel like a wish board depletes the fun in the game.
I can make arguments that Worldfire CAN be just as powerful as Yawgmoth's Bargain (in EDH, it can easily win you combo -- same with Biorhythm) and Tinker CAN be just as powerful as Limited Resources depending on your arsenal.
But I'm not comparing banned cards to other banned cards (and yes, some are more banned than others). I am comparing Serra Ascendant to the ranging sphere of the power level of current Banned Cards. And SA just doesn't reach the level of any of those cards.

So basically, the time itself adds up to 4-5 hours a week.
10 years ago I probably played 1 time a week in legacy or modern, Wasn't as fun for me as commander, which is why I do only commander now.
That makes sense -- I guess the ability is too strong at uncommon.
They can always save it for a future battlebond set too -- that and Training Grounds
