No, they're not supposed to walk away; they make the arrest at that point. As I've already pointed out numerous times, the few remaining protestors who hadn't deconstructed their tents and refused to do so when the police arrived were arrested. The rest of the group requested that they be released, and I even admitted that was unjustified as well.

I know which I would prefer between being coated in pepper spray, and being hauled off with an officer at either arm, or having my hands cuffed behind me, or having the officers leave without arresting me because that's what they were told to do. Out of all those options, I would choose the first one last, and it would also be the one that would most likely enrage me or incite me to react violently.
Of course you make the arrest at that point, but that's an extremely large "what if?" considering that anything resembling hostility was committed only by the police. The fact of the matter is that they were given a direct order to remove remaining tents without using force, making arrests, or dispersing the protestors themselves, as peaceful protest is protected by UC-Davis policy; they did almost exactly the opposite.
I don't think assault is an extremely large "what if" in protest... Almost any sort of physical contact by a protester could be mistaken as a push or a shove and then it escalates further.
And that's just the high end of the spectrum. What if students decided to prevent officers from taking down tents? They're just supposed to walk away? now we have an issue of students blatantly breaking school law AND the public is watching them get away with it.
I am not saying your wrong or anything, I am just saying that you assume too much in the power of the chancellor. At the end of the day, police (even campus police) are supposed to uphold the law, and their protocal most likely takes precedence.
Also, your lack of seeing what a formal investigation yields is ignorant and strictly biased. Does the chancellor actually have the power to "control" the campus police? Did she explicitly tell them not to make arrests etc? Because from my reading, she comes out with that explicit statement 3-4 days later, after she had already made formal recognition to the event friday night and saturday. Under what circumstances can they use pepper spray? Did this occurence fit with the guidelines? Without a formal investigation, these are questions that the public will just assume one way or another.

Considering that chancellor Katehi ordered the police not to use any force or make any arrests, they were well beyond their rights.
I am sure there is a set protocal for the campus police. It seems unreasonable that the chancellor has final say in the matter. What if one of the students started assaulting an officer? Can't make the arrest?
Granted, I am not saying that they were within or beyond their rights, just saying I would be quick to doubt the amount of authority the chancellor actually has over the campus police.
EDIT: Also, the administrative leave is more of a PR move than an actual reprimand. Hence the paid leave as opposed to unpaid leave.
Oh and yeah, quit League of Legends. A friend of mine currently is in some sort of relational crisis because he can't get off his computer when his girlfriend comes in (I can't get a leave! I will disappoint 9 other people! bull****.). The game is of the addicting type that it has a tendency to sever your connection with reality, and thus can strengthen your personal crisis. It is always better to engage in activities where you actually connect with other people. It can help get you through time and perhaps a win or two can give you some weakly flammable smiles, but that may be all of it.
I disagree completely with this paragraph. I do not know the full extent of your friends relationship, but relationships work both ways. Magic and League can both be classified as the same thing: a hobby. Understanding this, hobbies take time and resources etc. This should be viewed as a "you" time. i don't see why the girlfriend can't wait until he's finished before they go or do whatever. That's just disrespectful of his personal space.

i get this feeling after reading your threads, that your not really here looking for advice, and more here looking for someone to tell you you've done right. or to document your progress. The questions you ask aren't really questions people on an internet board can really answer, or are questions that are pretty obvious in and of themselves. On top of that, everyone here's already given you tons of advice, but it just seems ignored or pushed aside.
