I've got a couple more questions that I hope are not too dumb: I'm guessing from something I read above that if a general is bounced it does indeed go to hand and does not cost extra. What if I condemn their general? Does it go to bottom of library or RFG? There are other strange places that the general could end up, what is the general rules for this? I'm guessing that the only time the general is RFG'd is when he goes to the grave and the player chooses to instead remove him from the game. Am I also correct in thinking that if I remove a general with an Oring they can still play it for two extra?
Condemn, Spin into Myth, Oblation, etc. are known as "general killers" because they can indeed put a general into their owner's library. It's one of the few "permanent" ways to deal with a general.
O-Ring works like you think it does too. It doesn't matter how a general's RFG'd, it can always be played from the RFG zone (with any appropriate extra costs).

You can wait to see if your opponent responds. Once you play a spell, you can pass priority. If your opponent does nothing, your spell resolves. If he targets it with a counterspell or something like Counterbalance triggers, both of you will get priority before that counterspell resolves, and you can use Vexing Shusher's ability.
Shusher doesn't prevent your opponent from targeting your spells with spells that would counter them, it just prevents them from having that effect.
