Funnily enough I was wondering that question the other day when I went through a huge shoe box full of old sleeves, throwing away the bad ones. Kinda brought me back because I can remember buying each and every one of the sleeves and it's odd how my taste in them, and the brands I used evolved with time.
I never had the feeling that sleeves costed me more than the cards inside. However a) I don't have that many sleeves (I think) b) I don't need fancy sleeves, just sturdy, well-shuffling, non-reflecting, monochrome ones, in colours that don't make my eyes bleed.
Are Koth of the Hammer & Mana Flare in your budget's range?
UrzaTron isn't too exensive either. Even if it costs a few bucks, it's a great core for many ramp decks.
Splinter Twin doesn't look like a good idea.
Skittering Invasion neither, given you get less mana out of it than it costs, and you proly have to ditch a few Spawns to get it.
Four Sol Ring are not exactly 'fair', tho, if the deck is as bad as you say...
Palladium Myr would also tap for two mana, and maybe even block some critters.
Pyroclam, Slagstorm or something similar would really help you survive the first few turns, if agro is a problem.

A token has not to be represented by an actual token card as you can open them nowadays in packs. You can use f.e. coins, glass beans, dice, facedown cards from outside the game (be cautious when Morph is involved), just make sure you can keep track of what they are exactly.
How fitting that this bronze cast troll will have horns, if allowed to be set up.
I'd bet they will find some elastic clause to prevent it, or it will be demolished soon enough, or there will be pickets until it is taken down.

it doesn't, if he wants his creatures to get more than one tribe's Lords' boni. Wakecasters makes everything f.e. Elves and just Elves, not Sliver Elves. It's crucial to give creatures additional types.
You could also AE multiple Hivestone (well, not the first), rather than playing multiple Xenograft. Ofcourse some combination thereof also works.
An other option is to give all creatures one type and cast AE on each Lord for that type (so f.e. Hivemind to make all things Slivers and then Isochron Scepter imprint an AE and use that on each Lord).
However this all includes investing a lot cards and mana into cards with zero board impact on their own. What strangely enough brings me to Mirror Entity, and to a lesser extend Shields of Velis Vel. Both are not permanent and in a third color (white would also offer a bunch of lords if you want to keep it two coloured), but ME has a significant board impact by naturally picking up all tribal boni, as well as being a one card type change combo plus an 'overrun' effect of sorts (Biomass Mutation to be more precise) and with layers being a thing p/t setting comes before static p/t change, so you get X+N/X+N creatures, where N is the # of your lords. Shields is a one shot effect, but assuming you can swing for lethal that turn or get enough CA out of the resulting combat it might be enough, it's biggest upside tho is that it's cheap to cast, an instant and just one card.
Lingering Souls, by itself a good card, has some synergy with extort, in that you can cast it twice. It's also good at buying time or getting in damage by means of evasion. If flavour matters, I would say it could've been an Orzhova spell, if they did flashback in Ravnica. Phyrexian Reclamation also is an underestimated CA engine. The lifeloss is easily mitigated or even negated by extort triggers.
Knight of Infamy might be a meta choice, but if you want to make a cut for another creature (f.e the Penance guy), I'd suggest this being it.
Your land distribution looks really off, considering that most of your spells are black. I'd swap a few W for Bs.

Platinum Angel & Platinum Emperion are nice must answer fatties that could replace some Wurms.

I also re-ban Void because was not made for Kahedron.

Orzhov Guildgate is proly the most budget land to help you improve your mana base. Terramorphic Expanse & Evolving Wilds are less flexible, but might turn into Swamps to profit from Ghast.
