We already have Elvish pioneer and Sakura-Tribe Scout but i dont think they're played much.

Pacifism does more in Pauper. There are few creatures I need a more limiting Arrest for. We have Humble as a combat trick, i have not yet seen anyone champion that. Often times dead is more useful to your opponent than on the board neutered.
Yes, but this can be played if you have no creatures. Can slow an aggressor from say 3 or 4 power to 1. Humble cant for more than 1 turn.
Also the color is important. Blue doesnt get 2 cmc "removal" much. Besides Narcolepsy, its mostly tappers for 3 cmc or more. Else I would say why bother with Arrest or Pacifism when Terror and Doom Blade exist.

It's flexible in the way that you can chose up to two targets and choosing 2 lethal targets prevents it from fizzleing against spot removal in response.
Which to me implied that i can target my two, 4/X creatures, target my opponent's X/4, and then even if they remove one of my 4/X the spell will still work.

Technically its 2 creatures you control and damage to any creature, But why you'd hit your own creature... the cases would be slim.

Anyways, I wouldnt call it staple at instant, because you still need 2 creatures in play which can kill opponents ones and cc3 stays slow af. Kinda reminds me of Kor Chant
Having two, 2/Xs kill a problem X/4 as a punch still seems perfectly acceptible to me. And the bigger your stuff gets, the better it is. Plus because its an instant punch, you can really mess up combat and blocks for an opponent. This is premium removal for green (which seems slowly drifting from fights to punches, and that's totally fine by me.)
Edit: Also combo attack requires 2 creatures. This doesnt. You can still use it with a single creature. And it doesnt fizzle if one creature is removed (but may not be as effective)
