I'm trying to stick to mainly human tokens, but others like Soldiers work well with what I've got. Spirit Bonds might not be a bad idea. I could always use more creatures on the field.
There's a major emphasis on buffing my creatures with enchantments such as Gaea's Anthem and Spear of Heliod, and on top of that there's a decent amount of counter generation. I want to be able to make better use of those mechanics by filling my board with as many creatures as possible. I want to achieve that by token generation, of which I have some, just not quite enough.
Just the other day I ran into the card Roon of The Hidden Realm and I thought to myself that he would make a nifty commander by means of manipulating ETB effects. I started building a deck around the idea and realized that mana-wise it was really expensive even for my standard tools for ramp. At that point I looked into using cards I otherwise wouldn't think about like Doubling Cube and Gilded Lotus.
I threw it together pretty hastily and without a lot of focus, but it seems to run fairly well.
Anybody have any ideas on how to improve this deck?
A friend and I are playing Commander and we can't seem to determine whether or not a creature enchanted with Mind Control can be taken by the other player using the second ability of Olivia Voldaren.
Would Olivia take priority or would it stay with Mind Control?
I appreciate the feedback. Just about all of what you suggested was immediately thrown into the mix. The list I posted wasn't exactly up to date when I sent it and some of the cards that you mentioned I considered before moving passed them, but I have better perspective on them now and I agree fully that they'll do me well.

To you, it seems obvious, but I honestly have no idea what you're trying to do or how Sigarda helps. You're playing a human deck with a lot of Anthems?
It might help if we saw the decklist so we could make suggestions that are not already on there, and what to cut.
Ulvenwald Mysteries is a pretty fun card to help with card advantage as well as provide a stream of tokens. Further adding to the clue aspect throw in Tamiyo's Journal. Just the first thing that came to my mind, would like to see the decklist though.
I've been working on building a commander deck around Sigarda, Heron's Grace, and all has been going well except a friend of mine found the card and built basically a deck that does exactly what I was going for but better. The idea for our decks was to make an army of humans, tokens or otherwise, and make them as big and nasty as possible. I was working with cards like Eldrazi Monument to make all my creatures bigger, give them flying, and make them indestructible. His method was to use cards like Beastmaster Ascension and the -7 of Elspeth, Sun's Champion to make his plethora of 1/1 Human tokens enormous.
My deck currently is all over the place and has too many non-human creatures to make it terribly functional. I tried using allies, but I'm going to throw that idea out and try for as many humans as possible. Has anybody any advice for me?
My friend and I also discussed possibly reconstructing our decks to work together in Two Headed Giant. Is there anything that we ought to know or any cards that would assist with that?
What if instead of Sigarda, Heron's Grace I control Sigarda, Host of Herons? The latter states abilities my opponents control can't cause me to sacrifice permanents, which is exactly what Annihilator does.
If I as a player obtain Hexproof would I all be affected by Annihilator? The description of annihilator says that defending player sacrifices permanents and not target player, so it seems technically I'm not being targeted and therefore I'm not immune due to Hexproof.
Unfortunately I can't find many ways to make all of my non-human creatures bet the benefits from the mentioned cards due to Xenograft being out of my commander's color identity. Are there any cards with similar enough effects in green or white?
I've been experimenting with an assortment of cards for Modern built around artifact ramp, and although this wasn't an intentional part of the deck I thought it was interesting and helpful. To my understanding, Panharmonicon duplicates enter the battlefield abilities, and if that is the case then would cards like Everflowing Chalice and Astral Cornucopia enter the battlefield with double the charge counters?
From what I've read in other forum posts the card Unsubstantiate cannot be used to return cards in the graveyard or on the battlefield to its owner's hand. If that is truly the case, then how is it to be used? The only sense I can make is to use it only as a pseudo-counter, being that the card goes to their hand instead of the graveyard. Is there any more to it than that?

Current incomplete decklist as requested. Keep in mind that I've very little deckbuilding experience, especially for Commander. Just as so I've made a couple of changes since putting this together, but not enough to really influence any thought.
For example, if I control Sigarda, Heron's Grace and my opponent attacks me with Pathrazer of Ulamog, would I still have to sacrifice permanents?
