Since Magus of the Moon already exists, I don't think Akki Moon-Seer would see print. Also, Red only just got its first 2/2, Falkenrath Reaver, so it would be unlikely to see any red creatures that were this powerful and still 2/2s.
Since Red doesn't, I'm looking for suggestions on what it could be. Here's the ones I've come up with so far:
Blazebender1R
Creature - Human Wizard {R}
Flash
When Blazebender enters the battlefield, copy target instant or sorcery spell that targets a player. You may choose new targets for the copy.
2/1
Minotaur PathfinderRR
Creature - Minotaur Advisor {R}
Haste
Whenever Minotaur Pathfinder attacks, defending player reveals the top card of his or her library. If it's a land card, that player puts it into his or her hand.
3/3
Erupting Firefiend1R
Creature - Elemental {R}
At the beginning of your upkeep, choose target creature. Exile the top card of your library. You may have Erupting Firefiend deal damage to that creature equal to the exiled card's converted mana cost.
1/1
Hotblood Harnesser1R
Creature - Efreet Wizard {R}
When Hotblood Harnesser enters the battlefield, gain control of target creature with power 3 or less until end of turn. Untap that creature. It gains haste until end of turn.
1/1
Insatiable Salamander1R
Creature - Salamander {R}
When Insatiable Salamander enters the battlefield, discard three cards, then draw three cards.

Given the recent reprint, I'd say Abrupt Decay now falls into the "Budget Removal" category for Green-Black. My question is: is it worth a space? The CMC 3 requirement is very restrictive in Commander.
Thanks so much for showing me how to do mana costs. I added those in and reduced the CMC of the second removal spell to make it stronger. Now how do I indicate the rarity of each card?
It seemed to me that Delirium in SOI could have been used the way Metalcraft was in SOM: a subpar card becomes an above-average card if you meet certain conditions. With that in mind, I designed some instants. Suggestions for improvement are welcome.
Some examples (I used actual cards here because I don't know how to indicate what the mana cost is):
Impeding Madness1U
Instant {U}
Counter target spell unless its controller pays 2.
Delirium: Counter that spell instead as long as there are four or more card types among cards in your graveyard.
Mind Aflame1R
Instant {U}
Mind Aflame deals 2 damage to target creature or player.
Delirium: If there are four or more card types among cards in your graveyard, Lightning Strike deals 4 damage to that creature or player instead.
Unfortunate StumbleB
Instant {C}
Target creature gets -1/-1 until end of turn.
Delirium: That creature gets -13/-13 until end of turn instead if there are four or more card types among cards in your graveyard.
Illogical ImmensityG
Instant {C}
Target creature gets +2/+2 until end of turn.
Delirium: That creature gets +4/+4 until end of turn instead if there are four or more card types among cards in your graveyard.
Escalating Paranoia1U
Instant {U}
Counter target spell unless its controller pays X, where X is the number of card types among cards in your graveyard.
Flaming Epiphany1R
Instant {U}
Flaming Epiphany deals damage to target creature or player equal to the number of card types among cards in your graveyard.
Warped ProportionsG
Instant {U}
Target creature gets +X/+X until end of turn, where X is the number of card types among cards in your graveyard.
Demented DegenerationB
Instant {C}
Target creature gets -X/-X until end of turn, where X is the number of card types among cards in your graveyard.
Avacyn was killed by Sorin in SOI, right? So it stands to reason that she could be brought back as a zombie, since her corpse was sorta left there. With Liliana going around resurrecting everything in sight, couldn't Avacyn have also been resurrected?
But who runs Festering Goblin or Throttle in Commander? All of this stuff is at common; it's just limited fodder. So why do they not just reprint them instead of wasting name space on new cards that do the same thing?
Wouldn't it also make sense that the inventors would be mad at losing their inventions, hence their Kindled Fury? It's a bit of a stretch, but so was Unknown Shores (Theros) in Oath of the Gatewatch. It's not enough of a stretch to justify using up more name space when there's such a viable alternative that already exists.
Blue has Snapcaster Mage.
Green has Tarmogoyf.
White has Stoneforge Mystic.
Black has Dark Confidant.
Colorless has Arcbound Ravager.

On a side note: Given the current complaints about the lack of removal in Standard, why do you think Wizards didn't print anything like this in SOI?

Impeding Madness 1U
Instant {U}
