Doesn't really sound like my thing, but then I don't like playing decks with more than 1 copy of any card other than basic land, and I consider 100 cards the correct deck size (so, EDH).
With that out of the way, I would like to point out that casual does not mean "budget", being potentially quite expensive doesn't make a format where you have to run at least 1 copy of every version of a planeswalker a non-casual format.
I was never on board with using the nephilim as commanders back before there were valid options for 4-color decks, so now that there are actually 4-color legendary creatures or partner combinations, I am even less inclined to allow them.
If you're looking to simulate the kitchen table Magic feel in pickup games with strangers, then Commander is probably the way to go; 60-card casual multiplayer has kind of disappeared since Commander started really taking off.
Dominating Licid should work with Willbreaker. You target a creature -> Willbreaker triggers -> Licid turns to aura attached to the creature.
Then you can detach Licid and target another creature. Creature that Licid was attached to stays in Your control with Willbreakers effect.
Apparently Licid gets summoning sickness when turning back to creature from aura. So if You want to use the ability several times it needs haste. Or is it tapped after changing type twice?
The licid never leaves the battlefield when you activate its ability or pay to end it, it just changes types, so it won't be summoning sick. It will however be tapped if you activate and end the effect during the same turn, so you can only use it to steal something once per turn without a way to untap it afterwards.
Derevi is getting reprinted in the upcoming Commander anthology, while Prossh isn't, but I wouldn't expect either to climb much; C13 had a significantly larger print run than the first Commander precons did. I would only suggest picking them up if you want the decks. Now if you saw a Mind Seize at that price...
That is indeed true, there is no "gotcha" moment where your opponent would be forced to dome themselves with Chandra's ultimate if they forgot you were an invalid target, as they would presumably not activate the ability with themselves as the target in the first place. If they choose to anyways they would be the only legal option though.
well the controller of chandra is still a legal target for "...target player..." or am i missing something about how you deal with things when a target becomes illegal and you now have to target yourself/your permanents instead
If you already had shroud and your opponent activates an ability that targets a player, they would have to target themselves (assuming 1v1). If you become an illegal target after targets are chosen, then the spell or ability would be countered (unless it targeted multiple things and some are still valid).
It will enter tapped. Heliod will count its own mana symbol to the devotion.

9/15/2013: If a God enters the battlefield, your devotion to its color (including the mana symbols in the mana cost of the God itself) will determine if a creature entered the battlefield or not, for abilities that trigger whenever a creature enters the battlefield.
Unfortunately, this is incorrect. That ruling has to do with triggers and Thalia doesn't have a trigger; she has a replacement effect. Since replacement effects have to take effect before the event actually happens, Heliod will not count his own mana symbols for Devotion. In the original scenario, Heliod will not enter tapped (since Devotion is only 4 before he enters) and will then be a creature on the battlefield that will trigger any abilities based on a creature entering the battlefield.
News like this makes me especially glad that the EDH rules committee doesn't really take "French rules EDH" or anything they do into consideration. Balance isn't ever coming back to "OG EDH" guys, don't delude yourselves. If you made a thread on their forums to argue your case, everyone would assume you were trolling, because, unlike a bunch of cards on the banned list now, nobody is championing Balance as "good for the format".
There are cards on the EDH ban list where the case for their exclusion isn't quite so cut and dry; Balance is not one of those cards.
Infect makes creatures deal damage to other creatures in the form of -1/-1 counters, but your creature has protection from all sources your opponent controls and so can't BE damaged by anything your opponent has. It will not get a -1/-1 counter.
Do you have any edh decks, double sleeved? If so, what kinda deck box do you store them in. I want to get satin towers but worried they wont fit
You don't need to worry about a double-sleeved EDH deck fitting into a satin tower, I have 5 double-sleeved EDH decks (KMC hyper-mattes and perfect-fits) in satin towers now and I could easily include a few extra cards if I wanted (one of the towers is actually holding 101 double-sleeved cards now).
Pirate Lab just (as in, last week) started selling a Card Carrying Backpack that, feature-wise at least, looks to be exactly what you're describing. I don't have any personal experience with it as I picked up the messenger bag version instead, but the one I have is incredibly nice (mine is currently holding an Ultimate Guard Twin Flip'n'Tray 200+ deckbox, a Kaladesh bundle box holding tokens, two UltraPro mana flip-boxs, an UltraPro Planechase oversized box, two UltraPro side-loading boxes, and a Legion 9-pocket binder, and could easily put more stuff in to the various pockets). This is, however, reflected in the price tag, as they are not cheap - $119.99 for the backpack version and $99.99 for the messenger bag, but those prices are about what you'd pay for a good-quality regular backpack/messenger bag without the specific TCG features.
If you're not married to the notion of a literal backpack though, Pirate Lab also makes various cases that are, while still not "cheap" (the large cases are $69.99), less expensive, and quite possibly exactly what you were looking for without realizing it. I've had one of their large cases for a while and literally my only complaint is that it can get a bit heavy at times (I have 5 UltraPro Satin Towers (loaded with double-sleeved EDH decks and dice), 3 UltraPro Mana Flip-boxes (packed with double-sleeved tokens) and the dice bag they included in the main compartment, with an Ultimate Guard Zipfolio 9-pocket binder and my playmat in the back compartment, so... yeah, it's not light).
The Professor at Tolarian Community College reviewed Pirate Lab's cases a while ago (here's the original review, and the follow-up review of the 3-row max capacity tray option); I would provide a link to a review of the backpack/messenger bags except I don't know that anyone has published one yet (I certainly couldn't find one).
