I liked this post because you're thinking outside the box pretty well. You are right, this would not be difficult to enforce (arguably easier to catch someone doing this than to catch them playing with 5 copies of a card). I think the main reason you are getting the response to this you are seeing is that it's a type of restriction that is completely unprecedented in the history of the game. It would effectively require a formal change to how Wizards does banned and restricted lists. It would also open the door to them doing this with other combinations of cards.
But the more I think about it, the more I like the idea. Completely preventing a card from being used at all should be a last resort. Banning the card strikes me as worse than having a pairing restriction.
