Blast zone is truely a ridiculous card, one that I think never should have seen print. It will probably dominate some eternal formats before it gets banned / restricted.
The rest of your list seems very biased towards having a combo/janky preference. I don't see neoform ever being as good as you make it out to be, Karn is the weakest Karn of the three Karns and without the mentioned combo it is just a bad tutor for 4 mana.
Citadel is a strong card, but 6 mana, might see some fringe play in std and EDH
Finale of devastation is not a tutor, good card but not over the top by any stretch.
Two other cards you have correct though are Saheeli and Lili's triumph. Triumph again is just... Instant speed discard for 2 mana with upsides? K
Saheeli might have impact if it finds a shell.
Definitely not a top 10 list if it comes to impact on formats though.

Which is to say, not very busted at all. It's average use-case in most games of Magic (even EDH/Casual) is exceedingly low. When it's relevant (i.e. your opponent is randomply plyaing Superfriends.dec) you'll feel like a goddamn super genius but 9 out of 10 times, it probably won't do very much at all. Requires QUITE A LOT of set up and matchup-dependent.
When you stop and think about that, it suddenly seems a LOT less OH MY GOD IT'S BUSTED. In fact...it's perfectly fair at BB (which further hamstrings the number of decks it can easily see play in..)
All in all, a splendid design. -

For a second thing, you just said yourself - running around 2 walkers? I mean, is plummet a hideously broken limited card? Also costs 2 and kills something most decks will have a couple of, and probably at a decent mana advantage. Sure, this can get you 2 loyalty, but that won't be a major deal unless you have a rare+ walker close to ulting, which is a lot less likely than an uncommon one where you just get decent value. And compared to flyers, they'll probably get immediate value out of their pw first, which most flyers will not.
Anytime your "broken rare" can be reasonably compared to plummet...you might be overreacting just a smidge. -

For enchantments, we do have Back to Nature - this is the closest parallel I can find, yet it blows up your stuff, too, rather than being selective and one-sided.
There's only one 2cmc card that destroys all creatures, but it telegraphs itself and is conditional.
For lands, we have Impending Disaster, which again telegraphs itself and is slow.
Serenity is the same.
And those three are all old cards and can be destroyed before their upkeep trigger; we have nothing comparable to The Elderspell in terms of shear power and ability to wipe out an entire player's board.
The Elderspell should cost at least 4cmc to be fair.
Who cares though? Yes, its VERY VERY strong. In a format with a ton of VERY VERY strong walkers at low CMC, and a looming Teferi that is quietly one of the strongest Walkers of all time.
Removal needs to be strong. The game is better, by far, when it is. Heck, the Elder Spell isnt even an instant, and its double Black, not even 1B!

A lesser player might stop for a second and think that a 78 card Mirari Conjecture deck might not actually be playable in the world of monoblue and monored. It takes a true veteran expert to make the tough calls and determine that cheaty monored players are the problem all along.
If Monored’s everywhere on Arena, just play a deck that preys on it.
Acknowledging the metagame, choosing the worst possible archetype for that metagame, deliberately ignoring basic deckbuilding principles, then complaining that you keep losing is a joke.

If I ran a cube that was big enough to run Thran Dynamo and Hedron Archive and Everflowing Chalice, and still want more 4-mana mana rocks, I’d consider this along with Sisay’s Ring and the Converge Chronomaton dude. But tapping on ETB factors pretty big in my Dynamo/Gilded Lotus play patterns
