I think all your points are valid. I really wanna get some reps in with this list to see what I need to do for my play style and meta before I change too much. I really like your idea about changing the runechanters for more counters. I am a control player at heart, but still like to bash in with a creature so this really hits home with me. What are your thoughts on myth realized as another potential threat?
After a lot of searching and buying into decks, I finally discovered my love for uw delver. As soon as I started researching the deck I knew it would become my pet deck. Well, I have picked up this deck to try and brew around with. I am really looking forward to playing around with the list. Rush of adrenaline looks like a pretty solid addition to the list. I am wondering if anyone has looked at splashing additional colors to see if it could make the deck a little more stable overall. It would probably slow the deck down too much though. But I just wanted to say hey on the forums and possibly get people posting here again.
I know there are a lot of affinity and infect players in my area. I also see goblins, zoo, and merfolk often. I was super unlucky last day in my matchups.
I will be taking notes this weekend and I will write up a full report. I'm hoping that there will be a lot of creature based decks. Would be good to dodge some of the rougher matchups
I finally got a chance to play at my LGS with the list. Ran into burn and grixis control. It was a 3 round night. I got one bye. It was kinda frustrating but I felt like I had a real shot against the grixis. He was not prepared for the Elspeth in game 2 and pretty much scooped it up after it resolved. Burn felt rough as soon as eidolon hit the board. I'm hoping to get a few more nights in before States on Sunday
Last time I played at the shop there were a lot of people playing creature decks. Infect, Naya Blitz, Goblins, Merfolk. I hope that is the case tonight. I dont want to run into scapeshift or ad nauseum

Well, I got a pair of Elspeths today. I am very hopeful that she will fit into my list. Here is my current list that I will be playing with for awhile. http://tappedout.net/mtg-decks/azorius-turbo-fog-3/ I have been really enjoying the Fog Life. Also, I started to stream a little on Mtgo with the Budget Magic list. It went very well! I think with Leylines in the deck it will be very strong.
I hadn't even thought about putting in Elspeth as a win con... I love her and have always wanted to play a deck that could really use her. Maybe a two of in a deck like UW Fog?
