I was flipping through the newest Scrye and I spotted an add for the WWGD that actually shows Reya's picture, although I think it's the non promo version given it does not appear to be foil.
Hi, just as an FYI I thought i'd clear up the avavilability of these 2 cards as it seems no one has clearly stated it yet.
I work in a card shop in the US, and these cards are available through any retailer that chooses to order them directly through Wotc as "tournament support kits". You're allowed a certain amount per quarter, and have your choice of TS, PC or FS- the FS became available at the day the set released, so they should be readily available in shops. They're made to be a sort of replacement for the Arena League, and are meant to be given out at sanctioned events that don't offer prize support, such as City Champs, Type IIs, or whatever your store holds that isn't a specific tournament.
The problem is, you have to order them of your own volitation and it costs a fair chunk of money for something like 20 of each foil I think. So it's really up to how your local store owner feels as to whether or not you'll be able to get them. Hope that's helpful.
