    Maybe switch the names of the Murderous and Enraged dragons. I like how Murderous Dragon works, but it seems to be doing less Murdering and more Raging. Might want to cost it 1BBRR.

    Enraged Dragon's ability doesn't really seem red or black to me.

    I kinda like how Berserk Dragon works, but in spite of that, it doesn't seem incredibly interesting. I don't think it should have Berserker as its creature type.

    I'll be blunt... there's a fair bit that's off with this card...

    Lands having haste almost never matters, only with man-lands and dryad arbors and Life and Limb and such. I don't see why you just make lands come in untapped, and leave the haste option alone. It just clutters the card.

    Next: Why Artifact? Why Exalted? The type line is already pretty full. I have a feeling the card can get along without both of these factors. They just seem unnecessary.

    Third: Abilities that have to do with tapping and untapping lands (mostly untapping) tend to be in green... I can't think of any cards in blue (or red for that matter) that talk about tapping or untapping lands specifically. Remember, you have to remember this card can be easily run in either mono-blue or mono-red decks can run this without splashing, and the ability doesn't make much sense in either colour. Will red decks actually run many CIPT lands? Does it make sense to give red a 0/3 body?

    Also, this card seems to me to be a little bit underpriced to me... should blue really be able to swing with a 1/4 on turn 2?

    Lastly, I'm confused about the mythic rarity. Mythic rares should be mythic not because of their power level, but because they seem epic. Planeswalkers are few and far between, so they should be very rare in Magic. Rafiq of the Many and Maelstrom Nexus are mythic because of cool, crazy effects. While this card has some cool effects, It's not really something that seems epic. It will appeal to Jimmies and Spikes, but Timmy won't really see what to do with it. Look at Noble Hierarch... it has a powerful effect, but it's not really a bomb. It's rare because it is powerful, but rather simple, mana acceleration.

    All in all, I like the core idea, but a lot of different factors seem cobbled together to me. It's not in colour, and it's got a lot of extra abilities that clutter up the text box. I could see this working on, say, a 0/3 Treefolk Shaman for green mana or something. Having lands enter untapped would make for happy(-ish... you might need to up the power level a bit) Spikes, and if you decided to go with giving them haste, it would be a card that would entice Johnnies. Maybe have both effects, having them both active all the time. As it is, though, the whole thing seems messy. Simplify. Less is often more.

    I seem to remember that as late as Rav-TS standard, there were Izzetron decks, and decks like Dragonstorm, that were all UR. Once you got to Shadowmoor, though, there were few effects that red and blue share, that could be put on hybrid cards. This led to cards that switched power and toughness, redirected targets, and such, instead of more powerful cards like Electrolyze, or powerful effects that could get printed in the other pairs, like Quillspike. I'm not sure what's happened since then, though. Izzet cards are kinda hard to come up with unique designs for... you could see they were really reaching with cards like Noggle Bandit in Shadowmoor.

    Rarity should have little to do with balance - rarity has more to do with complexity, epic feel, interesting effects, and whether you want those effect around a lot. That said, Moondusted Gauntlets would almost definitely be uncommon.

    I did add flavour text, about a half hour before your post. I managed to put it above the equip cost, though, so you may have missed it that way. Either way, the flavour text is there, in the right place, now.

    As for Mocking Burial, it seems too similar to Hallowed Burial to me. The word "Mocking" in the title of a white card... if I saw the title without the rest of the card, the image that comes to mind is more one of a bunch of goblins dumping a bunch of dirt on an unsuspecting victim. I think that the shuffling-in effect has some interesting effects, but then the lifegain condition feels kinda tacked-on to the end of the card. For board-sweepers like this, they should be powerful but simple - you should probably stick with just one of these aspects, as they don't really have much to do with each other. Either take out the lifegain (and perhaps take 1 mana off the cost, to distance it from Hallowed Burial), or make the lifegain the main feature. Something like "3WW Destroy all creatures. You gain life equal to the those creatures' total power" could work really well.

    I'm ambivalent about the flavor text. It seems like it would fit better on a White-Black card as opposed to a mono-White card.

    lol... I actually think I liked it better the other way... can't you imagine an Izzet mage casting it on one of his creatures, then playing Call to Heel? Or playing it on a Darksteel Colossus before he Unsummons it?

    On the new card, look at Serra's Boon. It was in Planar Chaos, so it did something that really shouldn't have been done under normal circumstances, at least in my opinion - a toughness shrinking effect. I guess the flavor made some sense on Serra's Boon, though, and the p/t modification wasn't very big, but I don't like that Lord's Blessing can kill something as large as, say, a Boggart Ram Gang. I can't say I like it very much.

    I guess I should come up with something now, after all that criticism...

    I'm back!

    I don't think you need the "would" in the text. Part of me would prefer seeing the second effect go off only if the creature goes to the graveyard, but I kinda like how it allows for shenanigans with bounce effects and so on. Comparing it to something like Electrolyze, I'd definitely say it's fairly costed. Cool card.

    I'm sure I'll get over it eventually, but I must say I was disappointed to hear that mana burn would be gone as of M10. I like the flavor, and removing it will mess up a lot of lore from ages past (The Fallen were wizards who held too much mana for too long). I know it doesn't come up too often, but in my casual group, it's come up time and time again. I've been out of cards, and topdecked a Manamorphose, finding myself wanting to play it for WG just in case I flip into a Watchwolf. Without mana burn, that kind of tension wouldn't come up. Filter lands become a little more forgiving, as well as Fertile Grounds, Overgrowths and random rituals. Cards like Valleymaker and Braid of Fire either become very different or very awkward, depending on whether they get erratted. Or think of the combo with Viridian Joiner and Umbral Mantle... yes, you can pump it up to be a 50/50 in the middle of combat, but if it gets Terrored, Path to Exiled or Terminated while you have 30 mana in your mana pool, it would have been a concern, but not any more. You don't end up with fun situations any more with Pulse of the Forge or Hidetsugu's Second Rite where you stand to gain a lot from inflicting mana burn on yourself.

    Though even with these cards aside, I find myself sighing to myself whenever I see one of my friends, at 3 life and about to be alphastruck into oblivion, tap all their lands at end of turn as a last gesture of defiance, so that their opponent doesn't get the kill. In a couple months, this won't happen any more. I told my friends that manaburn would be gone with M10, and I got a lot of upset "What?!"s in response. It's just a small part of the game, but with that little part of the game will go a little bit of the Magic's charm in my eyes. I'll miss it.
