You still have to pay the mana cost. It says "play it" not "play it without paying its mana cost".
Darting Vulpir might be a little powerful. I'd make it a 1/2 and cut either the protection or the Fleeting (which, btw, is a cool keyword!).
The rest seem fine, though Mass Hypnosis is kinda weak. The potential drawback from radiance as well as the lowered tax make it far less useful than, say, Ghostly Prison and greatly outweigh the blocking restriction.
