I mean what are we comparing this to? Are we comparing it to say Pyrexian Arena? If so this draws you a card on the turn you play it, and costs 1 colored manna less. Yes there's a down side for losing all the counters, and if you have no creatures when you play it it's just a slightly more potent salve. That said there are also plenty of cards that care about enchantments being saced/sent to the graveyard, plenty of ways in white to recur this, and on top of all that we have proliferate to ensure this never runs out of counters.
Do I think this will make a splash in limited? Not really? This feels like a late draft force mainly. In standard? Defiantly, the format is slow enough that a value engine like this will be perfect. Where it will shine most though is the format it was obviously printed for, Commander.
I mean Yosei, the Morning Star is currently how I'm using Blade of selves+Anointed Procession to be an actual monster. this is just part 2 of that so I'm thrilled.
That said you can remove time counters off other cards you suspend normally so that is actually a very interesting use case for this card.
Alternatively 3, 1 manna enchantments turning it into 6 and hit like a truck.
I'm not sure too good is accurate but these are 100% solid cards. I have ALWAYS loved Channel and never felt like it got a fair shake in it's original printing save for something like Arashi, the Sky Asunder, which is a pet card of mine (has saved me so many times). This design is fantastic but capping it at 4 with a reduction of only one per legend keeps it balance.
