They very much did not have Zilortha in the set at any point. Maro specifically said that part of the reason it wasn't in the collector booster is because they did not commission art for it, which they would have if it had been in the set anywhere close to printing. It's more likely that they knew they were going to do the Godzilla promo, designed a godzilla-esque card, and made that the Buy a Box promo. It doesn't look like they intended to put the card in the set at any point, because as mentioned they always have the buy a box be unique. What I suspect happened here is that the original card got cut from the set fairly late in the process (for set design reasons, rather than any problems with the individual card), but that they didn't really have another option for that slot in the godzilla series, and didn't wan to lose it there. If I had to guess, chances are reasonable that it'll be printed in the upcoming core set, or potentially one of the other commander products coming out this year. If it's in none of those, then it'll probably take a couple of years as it gets slipped in the files for sets currently in the early stages of production.
I mean, I hope that's what happened, but somehow I doubt it. The buy-a-box promo has always been unavailable outside the regular set (ignoring the collector boosters), so I feel like their logic might just have been that they wouldn't change this practice. And it gives them a convenient excuse to "reprint" the card and make it somewhat of a chase rare due to it never having existed before.
Either way, disappointing because (1) I and I suspect many others do NOT want to play the Godzilla versions of cards, and (2) this is actually a really unique, very cool design that would make a fun commander. And it's pretty much a 7/7 trample for 5 mana, so it could have applications in standard too.

I was sooooo looking forward to getting a whole slew of really insanely big creatures, say, 9/9 and above, some with ridiculous abilities but also, of course ridiculous mana costs - think Zacama, Primal Calamity. But all we got was a single uncommon that's 10/10 or over...
I like creatures with big butts and I cannot lie.
Other than that, set is awesome, the alt-art versions look fantastic, and I'll be buying the s*** out of the collector's boxes now that I know they contain the Godzilla series cards!! -

Having both shard and wedge trilands almost certainly risks the enviroment turning into five color soup again, which is something they really want to be careful about. Secondly, as to why they didn't do the enemy colored cycling lands... it's something Maro talks about from time to tome, but one of the things they try to be aware of is when stuff is something they can only do here. Enemy Color cyclers is something that they can do in pretty much cycling set. By contrast, these Triomes require a cycling set, with a wedge theme, that wants to have fairly strong fixing. That's a lot more conditions, and likely not something they're going to happen upon again anytime soon. So they'd rather do Triomes now, while they have the opportunity, rather than finish a cycle they can easily finish another time. -

Commander legends is the safer bet
I'd say more like some set in 2026. Think of all the land cycles that have been started and not finished. This set was the perfect opportunity for enemy color cycling duals to finish the Amonkhet cycle, and instead they gave us a new unfinished cycle.
That said, these are great. And the showcase art versions are full stop the best land cycle art I have ever seen in my life. The showcase versions will be available in non-foil, right? I need them. -

- Base the Tribal component off class instead of race. Kamigawa lacks many two-colour races but has multicolour classes. (and rewards all Ninja/Samurai decks which they want to do.)
- Take a slightly more Anime Flavour/Tropes while still keeping it Kamigawa-esque. (Inuyasha/Naruto type)
- Bring back Spiritcraft based off Landfall as Spirit tribal mechanic (+1/+1 until end of turn).
- Revive Arcane spells without bringing back Splice onto Arcane (perhaps a Kindle mechanic variant for Arcane? Or this)
- Include Ninja tribal, more Ninjas and expand Ninjas into red.
- Include Samuria tribal, more Samuria and expand Samuria into more green.
- Probably put in one or more spirit dragons with death triggers (possible several in blue as dragons in japan are associated with water.)
-Try adding avenlikee crow people based on the tengu, probably in black with a little in red (white has Araba moths, blue has Soratami). Resonant due to DD use Tengu.
-Possible make the Kappa turtle folk instead of Merfolk as Merfolk tribal has been done.
Creative:
-Warring states period? Time period post Kami war (A generate to recover, several generations? Immidately).
Mechanics:
-Tribal with one Legendary matters theme.
-If Legendary is a theme perhaps make Double faced variants of flip cards to allow more legendaries.
-Similar make a mechanic that grants those creatures a boost if you control a legendary creature. I would use monument as limited getting a single legendary is hard enough (NAME - If you control a legendary creature, name gets x).
-Or a legend matter spells based of dragon-bonus cards in Dragons of Takirs.

-Soulshift (No, Recursive game states at common)
-Spiritcraft (Yes, NWO compatible with lots of design space, but requires Arcane.)
