It makes sense flavorwise to have him continue to drain life for natural game occurrences (first land drops, now card draws) Additionally, he emblems-- they draw a card, then you draw one. If he survived the emblem, you tick him up for six life lost on the opponent in a one turn span. Symmetrical to his old form and incredibly powerful.
2) He reignited his spark. You would be happy too. Maybe there is hope yet for the throwback planeswalkers set with Teferi reigniting.
3) Smallest amount of card text on a powerful planeswalker since Garruk Wildspeaker. This guy is absurd.
4) Kiora has more loyalty, but needs a creature to defend herself. Negative points. Her abilities are powerful but I am not sure they assist the same decks : \
