Agent of Stromgald could help you transfer all the R into B depending on what you need but sadly I don't know any card that let you do the opposite. If you want W to RSunglasses Of Urza is the card. Both combined could let you do pretty much anything with your mana.

Maybe I'm the exception but my Meta has pretty much everything so it just depends on what is brought to the game but I would tend to agree that up to a certain point control can be the key.
To make a card appear like that use the card tool (magic card logo), up right in the post window or you can type it yourself.
So you type the name, highlight it and use the card tool to have Chaos Orb go Chaos Orb
or you type [card*]Chaos Orb[/card*] without the * becomes Chaos Orb .
Btw I only used Chaos Orb as an example, because it's near 100$/a piece (since it's old) that is banned in every format except games between you and your friends.
It's not a bad card but in a competitive how will you get the 6 mana quickly ? Land Tax, Tithe, Gift of Estates ? Then you got to protect it from the hundreds of cards like Naturalize or Revoke Existence. You also have to make sure you don't lose life or you can gain enough to lose the game so Platinum Emperion could do the job but are 2 cards combined for 14 mana better than the 7 mana required for Platinum Angel ? That's if we're only talking abotu cards with lose and win . There is also a ton of direct damage cards out there that have really low mana cost (ex: Lightning Bolt) so you got to make sure your opponent doesn't have enough mana to make those rain on you by the time you reach your 6 mana. Also, what do you do early ? Transcendance doesn't win games by itself and doesn't work in a combo like Humility + Moat either.
With that said, and it's no professional opinion, there is too many things to take into account and too many cards to add around it to make it viable. It could work in a casual deck but competitive ? Sadly, no.
With Conspiracy you could include virtually any creature and make it a zombie so it doesn't get caught by Call to the grave and they would cost nothing with Rooftop Storm .
Well that's the plan if you feel like saving 16 mana on Draco ? (Kidding, he doesn't fit in your deck)
So Cloud Key & Semblance Anvil could help you reduce the cost of artifacts you play but there is no Tinker (also banned in Commander) nor Argivian Restoration in Green.
To get your artifacts back from the grave there is Reclaim, False Mourning , Nature's Spiral, Regrowth or Eternal Witness, just to name those. Gaea's Blessing could be worth considering.
If it last until you can use it, Defense of the Heart could let you get some interesting duos on the field, like Platinum Angel & Platinum Emperion or Phyrexian Walker & Ornithopter or any two creatures you like.
Crawlspace is a key card I have in any vintage, legacy or commander deck I make since it saved me in a lot of games but that's up to you.
