I'm having an issue with the patch where when I save my masterbase, it seems to overwrite my sets.data in the data folder and not allow me to filter anything. I've never had this problem with patches before (and yes I followed the instructions, and yes I tried multiple times)
Nice card for limited with the ability to lure out a blocker and with the equipment in the set should often do more then 1 damage and it should normally live.
Nice design for the newest elf lord and its going to be a staple for EDH and casual at the very least.
In constructed, I really don't know as some of the best elves are rotating out and the fact is that he's an inefficient 2/2 for 3. He might be just good enough at adding redundancy to monument decks though to be played.
Pretty easy - best card in the pack is Galvanic Blast.
Kemba, Kha Regent is the second best (and depending on amount of equipment and your deck may be better) as it creates a lot of board changes.
From there cards you are looking at include Carapice Forger (the third card imo), Contagion Clasp (for counter heavy decks - if profilerate is powerful enough), then Ichor Rats if you are in poison. From there the various myrs.
I doubt it. The discard combo deck is barely playable now, if at all, and I see no reason why Painful Quandry would help that especially with the loss of Megrim.
Obstinate Baloths is another huge issue that deck has.
Alexisetsfire that would cause all sorts of issues for standard with the fetches it would allow for absolutely insane fixing and there'd be a good shot we'd end up with old extended style manabases - where colour was no barrier to anything.
Infect Lord is just 1 too expensive to have a real chance at being playable. At 4 mana he's too slow I think (and I have my doubts about poison competitively)
Tunnel Ignus is solid and will probably see some play in RDW because it punishes Ramp decks as well as fetchlands.
The new duals are solid though not spectacular. They will see play - especially in aggro lists while control might run a couple to go with the m11 duals.
Pretty sure Koth is going to fill one of two roles ( or both! ) - either the top-end of a RDW or a red heavy midrangish deck threat.
Actually another place it could fit is Valakut but not sure on that really though it would provide a threat, acceleration and a win con that synergies with the decks plan.
As for what you listed...
Pretty sure Skitter of Lizards is a no. Having played RDW a lot a 1/1 on turn 1 is not what the deck needs and its inefficiency is killer late game as you pay 5 mana for a 3/3. The big issue there is that said 3/3 can't get past anything.
Comet Storm is solid with Koth but to answer your question - you cannot target the same thing twice.
Fireball is still a no go unless Urzatron returns. Even then I have my doubts that it would be the x spell of choice if urzatron was playable.
Dragonlord is, of course, very good with Koth thjough he still suffers the same issues he's always had - namely he's a plodder who takes a while and is very vulnerable to a lot of things. When he works, he's great - a lot of the time though he practice his bear immitations.
In my opinion Koth's best ability is his first one. Followed by his ultimate (depending on deck) and then his middle one. Though Koth may be good enough ramp that working with others he could be part of a ramp strategy (such as RG Eldrazi?)

Really not big on this and I think it will be mediocre at best along with the rest of the poison 'aggro' deck.
A 5 mana 5/3 trample, haste, sacrifice doesn't really change that. I don't see why it has the sacrifice really.

Venser's Journal is pure unadultreated junk.
Kicker is an additional cost so cost reducers do apply to it.
