Your arguments do make sense, but I actually think Wizards wants Modern to get bigger.
Little by little they're increasing important Modern staples availability. Shocklands in RTR, Thoughtseize in Theros and Remand in Duel Deck saw a significant price decrease.
Modern Masters was a greater attempt to do it, but since it was a limited print set, it didn't affect the prices that much.
Modern Event Deck, on the other hand, had greater product availabilty (you can still buy the dack for its MRSP) and consists on a perfect product for entering the format: a consistent, non expensive, easy to play deck. Of course is not a tier 1 deck, but one can play it with no changes and still win some matches.
Soon or later fetchlands (which are both among the most expensive and most essential cards for the format) will be reprinted and see their prices drop.
I'd say
Sarkhan as a monored walker
Ramaz as a Temur walker
Ugin as a colorless walker (probably on Dragons of Tarkir)
A random Tarkir walker we never heard of (like Xenagos or Ashiok)
My last guess would be Bolas, but maybe his colors doesn't fit the enviroment. Gideon or Tezzeret seems reasonable if Bolas is not on the block. Chandra could be in too, but not if Sarkhan is monored.
Edit: Also, being a Large-Small-Large block I think we'll see 2-1-2 walkers.
I kinda liked it. Seems playable in control decks.
+1 filters your deck and gives stuff for your Snapcaster Mage to target
-3 gets rid of things you don't want on the battlefield
-8 recharges your deck and puts you in a very confortable situation where you have a full hand and your opponents have nothing
Maybe not as good as Beleren, but I wouldn't call it crap
MM1.5 confirmed with fetchlands replacing the basic land slot instead of foils. Since they are rares, they can also come in the rare slot. You can also get a foil fetch replacing one of the common slots (like foils on regular boosters). So you can open up to 3 fetches in a booster. That means almost 30 fetches per box.
Now, being seriously, I highly doubt that they would re-release MM1. I can totally see them making a Modern Master 2 with many of the MM1 cards, but I guess its not interesting from a marketing point of view to to release a set that already exists, even with people willing to buy it.
One could argue that they said that they would reprint Conspiracy as long as there's demand. However, I believe Conspiracy is a differente case cause it's a new product like never seen before (a set focused on draft and multiplayer). While Modern Masters is the first product focused on Modern, it is a set with only reprints, so it's not like they would need much creative and design effort to do a new set with the same purpose.
Planeswalkers DOES come with double counters, just read the FAQ for Doubling Season
"1/10/2005 Doubling Season affects cards that "come into play with" a certain number of counters. Triskelion, for example, would come into play with six +1/+1 counters on it rather than three. "
So Doubling Season makes Planeswalkers even more awesome, you can use the last ability the turn they come into play.

If not Zendikar, then my second guess would be Dominaria. Also, I'm pretty sure a return to Theros is already planned, though it might take a while.

So my best guess would be Ajani vs. Ashiok. However, I'd really like to see Elspeth or/and Kiora.
