Is this deck still competitive/worth buying into? I've never played control before, and this looks like a cheap/fun way to start.

@pulp_fiction I'm not trying to win a GP. I'm just looking to play in a store event. I am more of a casual modern player, only on the grounds that not a whole lot of local stores offer modern. Everybody I play with plays conpetitive and, albeit very rarely, tier 1 decks. This deck looks like it has some great game against the decks I typically play against. I'll have to try it out I guess

My budget is currently at about $100-150. I can definitely scrape up money for upgrades over time. My problem is that I want a fun and rather obscure deck to play, and I'm sick of playing Goblins. I'll definitely try Arena and the suggestions people have given me. Thanks guys!

Now I know that this isn't in the budget Modern thread, but I feel that I have to ask whether or not this deck can be built and successful (albeit not as successful as a non-budget veriation) on a budget? Obviously, I would have to go the Borderpost route, but I'm stripped for cash and want to get out of mono red.

Unfortunately, that's not an option for me right now. I can't spend money to build a deck, and than spend more money to build something else. It's just not feasible for my budget. What if I just ran ton of discard to make up for the lack of card draw? Sin Collector, Duress, Despise, and Tidehollow Sculler sounds like a good start. I have mono red together, but I really want to try something new. A year of just mono red has really gotten me bored woth the deck.

Is there any chance that a deck like this can be built on a budget? I love midrange strategies but cards like Dark Confident and Liliana are bit out of reach for my budget, as is Thoughtseize. I might be able to slowly build up the necessary funds for some of these cards, but what do I put in to replace them?

Thanks for your help guys! Oddly, the list I have still has ghostly prison in it. I must have forgot to add it in. My issue right now is that I can't see myself ever being able to afford a bridge deck. They're almost 3 times as expensive! As for the reason I lacked shocks in my build, I needed to keep it as cheap as humanly possible. I definitly had the shocks on my radar, but I needed a foundation first. I'll look into bridge decks and see where I can get with those.

Anything I could do to make this better? Really trying to go full on store level competition.

Alright here's my new list. I added some more land destruction and cut some of the more clunky cards and non-bos with the new list. I hope cutting Assemble the Legion was a good idea with the newly added Pyroclasm. I can always board them in if necessary. Again, much helo is needed. Also, while I did say I waa going to add Crucible of Worlds, I can't really afford it right now so I hope that I found suitable replacements.

Does this mean that I cut the mana rocks? Should I run Pyroclasms? Sorry for all the questions. I just don't want ti waste what little cash I can spare on cards that won't do much. Also, is a Culling Scales lock worth considering?

Thank you for explaining that. I never really thought about signaling. Do you think Crucible of Worlds gets in this deck as a one of? I can't really afford to get this deck until around September, so I want to get the list as close to competitive as possible, which won't be very close without proper play testing. If I'm cutting World Queller, what can I put in to stop myself from getting run over? Boros Reckoner is the first card that came to mind, but he doesn't really make any sense in this build. Does anybody have any ideas? If it helps, here are the decks that exist in my local meta (to my knowledge). I play Modern Goblins, so I do indeed have a Modern deck. This won't be my first deck. It's also worth noting that any games of Modern I have played were in between rounds of a draft or another store event. My LGS has just started offering Modern.
Jund Midrange: This build is black based, and it's a real pain to deal with because it runs Phyrexian Obliterator and none other than Lili. No Goyfs in the few games I've played against it, and I'm pretty sure nobody in my community could ever afford one.
Anafenza's Company: I've played against this one too. It's just a typical CoCo deck as far as I can tell.
I haven't played against the other two, and I can only remember one of them off the top of my head.
Soul Sisters: No idea if this is Mono White or one of the B/W variants that crop up every now and then. Either way, this one could be a problem if I can't keep them off of Serra Ascendant

Path to Exile is a huge non-bo with this deck. They get a land, not something that should be happening. As for World Queller, the primer said he is a valuable tool for land kill. This is not a Lockdown deck, but rather a Landkill Stax deck. Apologies if I don't completely see where you're coming from. I'm new to Modern so I don't really get why I shouldn't run recursive landkill

After reading about Landkill-Stax, I decided to through a list together. Here's what I got, but before I buy it I want to see if I can't get some help with it first. I am on a bit of a budget, so it's not gonna be optimal, but I'm hoping to upgrade it slowly. I'm hoping to play this at events at my LGS, so I want this to be competitive.
