It's completely budget reasons, I don't own any tarns and I only have 3 Jace so you really think painful truths is worth cutting a scour? And if I go up a land, what gets cut?
Anyone have any thoughts on how a mana base would look for this deck of we wanted to run blood moons in the board? And would that be a good idea? I ask because A. Blood Moon is one of my favorite cards, and B. I can't afford Fulminators lol

Summary ------------------------ A budget version of my unexpected results list...it is undefeated in my local budget modern league, and the non budget version consistently gets me in top 3...all my decks are listed on TappedOut.net if you are interested in upgrading to non budget, but this deck will certainly get you there and be fun doing so in the process!
Thanks, yeah...lack of scalding tarn is part budget, part wanting to splash white...either way I can find the white land, but there is no need for tarns when flooded strands will do the exact same thing. I have found in test playing most of the tier 1 and tier 2 decks that the splash of white is really what gets me there in most games...there are so many match ups that are too fast of a clock, and the life and time that helix and reinforcements gives me is awesome. That being said, I don't know of too many games where I would have been happy to have a shackles tbh...I guess I just feel it's too "greedy" considering I'm already main boarding moons AND Keranos, AND Vend Clique...also I have made some slight changes to the deck since I posted it...I have added 2 anger of the gods in the sideboard, as I felt I had a pretty weak game against the likes of Abzan etc...I get a lot of criticism for the one-ofs of rise/fall and Rakdos charm main board, but both are actually quite amazing and I seriously cannot thing of a matchup, except for maybe burn, that the charm isn't at least useful in...I have finished so many games off the back of its third ability for lethal! It feels pretty great. Back to shackles though, can you make a convincing argument that might sway me to use them? And if I did, what would I cut for them?
I'm pretty new to this site and am not too comfortable with the way decks are posted here yet...so I have included a link to a brew I have been working on for the last year or so. I hate being that guy that says "I was playing X before it was cool" lol but in this case I really was. I have felt for quite a while now that Grixis was in a very powerful position to be more than just a "cute" Ultimatum pile of jank and instead be one of if not the best control decks, and with the recent printing of Kommand, now everyone else sees it too! I would appreciate any feedback and/or thoughts, and hope that my Brew helps with anything you guys might be building as well.
