This is a question regarding unsportsmanlike conduct, if a player has "salty" tokens or a playmat that refers to the salt level of the opponent or even a shirt asking are you salty? What if any of these can a judge do? These items are rather annoying to see as clearly the players with them have the intent to piss off other players, how are these addressed?
The end result of 'theft of tournement materials' is DQ. You just get dropped from the event either way. They can't take your property legally. Any cop showing up to this call if the store trys to take your cards is going to see a purchase and the store trying to not give you what you purchased. If anything it brings bad light to the store, as lately I have heard more than a few stories lately of stores getting shut down by the cops on grounds of gambling.

This is simple, you pay them what they are asking for them. They are happy, you are happy. Its their lack of knowledge that costs them money, but that is what happens when knowledge plays into monetary values of items. It happens every day, look at people who buy storage units.
the guy in question is still playing at his home shop. My understanding is that the shop owner continues to let him play cause he is the big voice/leader of a play group of like 10 in the shop. Fearing that if he wasnt allowed to play that he would take the whole group with him. I understand the business side of it but the TO is risking his sanctioning to keep some business. Which all in all I hope wotc pulls their sanctioning for this action, I know of at least 1 level 2 judge who has already reached out and warned the TO to not let him play after he had already heard about it happening in the past.

To the tournament organizer and head judge that he is not allowed to play. Yes that is what is supposed to happen to suspended players. They are not supposed to be let play in any sanctioned events, even FNM.
Yeah I've played at one of the stores he frequents, and he's kind of a giant ***. He can be hilarious mind you, but usually he's just an extremely racist, sexist jerk that can't stand to lose. Probably one of the loudest and most obnoxious people you'll ever meet, and yet he'll say that he doesn't mean what he says. He has been suspended I believe 3 or 4 times before this, and I'm pretty sure he said that if he gets 1 more suspension he is banned for life.
The crew he runs with has 1 or 2 people that consistently cheat as well. Small cheats though, like "accidentally" playing another land or "accidentally" drawing extra cards, playing with more than 4 copies of a card etc. I'm sure they do these small cheats because they know that at the FNM level, people usually won't call judges for those situations.
The problem is that despite suspensions, some people will continue to play at stores that don't know them because they can just register under a different name. As long as the suspended person plays just at small stores, they probably won't get caught. In Gary's case, I'll bet he didn't even skip a beat, and just kept playing every small event he normally would have since his suspension.
Do you know what name/dci number and what store? I know a L2 judge called his home store and warned them to not let him play.
The thing I think you need to realize is that you are walking into their playgroup. They could just tell you to screw off if you don't conform. Welcome to casual magic.

These dont work on the progenitus, its shuffle effect is not a trigger it is a replacement effect of if you would put him into the graveyard instead shuffle him. It is never actually in the graveyard.
There definately is a way to track the packs, they implamented a system for this years ago. Mostly because of stores selling packs early before the release of the set, they wanted to know who was doing it.
Now the other side of the coin, can they logically just hold onto the pack until the release date then sell them without issue? yes.

In the light of the DCI issuing bans to Andrey Yanyuk & Alex Bertoncini, I would like to have a discussion about the DCI's "authority".
Can the DCI ban you for something NOT magic related or during a magic game? Example: I post something on twitter they don't like. Will they actually ban me from playing mtg for a comment I posted on my own social media? Because it seems that way. Is their an actual rule that states they can do this? Or is this an abuse of power?
Secondly, what is the morality of this? Is it really ok to not let Timmy play ball because we wrote about tennis on his twitter? Why is it acceptable to ban 2 high profile streamers for rude comments, but not every other mtg player who acts just like them?
Thirdly, if all the above is true, couldn't the DCI ban someone for posting anything they don't like? Can they ban me for not liking DGM now? Or do I have to lie on my own twitter?

The point is that you are playing their game. It is theirs to do with what they want and if they don't want that kind of player playing their game they are going to ban you. This is very simple, you do not have any right to say otherwise.
It is still annoying that I was at the bottm of 3-X section just because all the others had actually lost to good players and had better opponent win rates (the guy I beat round 1 ended up in 5th or 6th).
This is how breakers work, nothing is wrong with this. If you lost to worse people you do not deserve the higher placing for getting easier wins.
