I think its funny that he is from Legends and has never been reprinted, yet he is only $3 mid on tcgplayer. I guess that's a testament to how useful he is. Super sweet art though.

Folks shouldn't dismiss all the legends from Legends, a few are very nice.
Ruinblaster is actually stronger than Baboons. Sometimes you're the only one with non-basics, and at that point, Baboons look real sad in your hand since they must target (Ruinblaster is at least a 2/1 haste for 2R). And let's not kid ourselves, the Goblin typeline is waaaaayyyyyy more relevant than the Ape typeline.

I don't when I need double red on turn three to kill a land and I am running a three color deck.
He is actually a really fun general. I ran a deck with him at the helm and he did well. His ability is awesome and does not limit you to only being able to make 8 spirits, you can actually pump him with something like Gaea's anthem and keep as a 1/1 who whenever he blocks you get that many spirits. And if you have enough spirits out, you can even let him hit the graveyard just to bring him back immediately.
I ran him as well and it was pretty fun to smash face with him. I ran the deck with a spirit theme as well as the pump spells Gashnaw ran. The various Phantom cards have a similar effect.
Of course, that means the site still suffers a disastrous outage rate judged by the standards of major retail Web sites — and that's not counting the time it spends down for scheduled maintenance. We have no idea whether the 200 fixes left on the list are the really important ones, or the really difficult ones. We don't know what percentage of people who begin an application suffer some failure before completion. The administration hasn't released information on the error rate in the eligibility determinations or the transmissions to insurers, so it's impossible to judge whether the site's critical back-end functions are reliable. And there are important pieces of the site, like the payment mechanisms, that have yet to be built.
It isn't fixed, not by a long shot.

Not sure with all that code that the website is even fixable. They should probably keep that one running while they have a different group build one from scratch.
Medicaid isn't mandatory - you can still do nonexchange plans or not apply for a subsidy if someone feels the value isn't there.
The 'no choice' meme is terribly misleading.
If your coverage gets dropped for being substandard and you can not afford a "better" plan then yes you can choose to be fined instead of having health care. You will not be forced into Medicaid.
It is simple.
Health care is now mandatory.
Folks are being dropped from their old plans.
Some of them, for whatever reason, can not get new plans for the same cost to them as their old plans.
So what should those folks do? Ask to get their hours cut at work so they can qualify for a subsidy? Get fined for not having insurance? Divorce the spouse?

It's a shame the +1 targets or it would be useful against Hexproof and Shrouded Generals.
If I still had my Damia Recycle/Null Profusion deck it would make the cut for the Explore effect.
Without any built in evasion it isn't a bargain to cast and is a dead card after a sweep effect.
Really sad thing is it could be a useful sidebar card with there being 11 Walls in the set.
I don't see any use for it in EDH aside from novelty value.

I prefer the Riders since they:
1-Can hit basic lands
2-Conviently bin themselves
My deck has a blink sub-theme so Ruinblaster is out.
Some of us enjoy the challenge of building with less then optimal cards.
It's pretty easy to look up an Azusa list, order all the cards then bring it to the local table.
Beating tuned decks with Sekki brings a different level of fulfillment.
