Rakdos Pit Dragon, while not the best dragon, has the benefit of only costing four mana without costing your mana development.
Shivan Dragon is at least a two-of.
Hunted Dragon could greatly hurt you if you are already being overrun by weenies, but with Pyroclasms, hopefully you can kill the tokens plus whatever weenies are coming at you.
Niv-Mizzet, the Firemind is at least one-of, especially with Compulsive Research.
Rimescale Dragon is good, but it needs to be in play, not just copied for a turn.

What you're saying about most of these dragons, it sounds like you expect to hardcast them all. The CIP abilities (Hunted Dragon) will only be a concern if a) you hardcast them (in his case, probably not), or b) reanimate them, but with the option of reanimating much bigger dragons (or even just Rimescale for his ability to be pertinant), why choose him?
Then, once again, there is the issue of the TS dragons playability issues, I don't intend to ever suspend the one, because either the game should be over when he gets back or he could've gotten into play via Scion ages beforehand. As for the BADragon, I just need him to have HUGE power--nothing more...(with the exception for flying obv.) Niv-Mizzet most likely won't be out when you are compulsively researching, so I still see no need for him, but I guess I, of all people, should be gunning for his inclusion...
Otherwise your decklist seems highly playable and worthy of my taking note.
My original build was extended utilizing the Tyrant and his undead buddies Bladewing the Risen, but since no one at my FNM playgroup plays Extended...wtf?...so I decided to go with Tribal Wars and irk out whatever I could...when I decided there was NO WAY IN HELL I would play five-color, I knew the only way to go was to get him in my 'yard, so I decided to take a tournament staple--Glimpse the Unthinkable--and use it on myself (reference to my 'original' build posted on this thread).
On turn two I do the unthinkable and cast Glimpse targeting myself, and as they look on in awe, I almost certainly would get my Scion into the 'yard, and if there was one in my hand, turn three I'd cast Skeins or Research and make everyone suffer--or draw that extra reanimator--while I got my dragon downed. Finally turn four I reanimate the Scion, turn five I swing and turn it into something huge, and beat later get that creature into play after Scion turned back...not a great deck, but certainly unexpected and fun.
Now after I have playtested the deck (obviously with proxies--which was tough with the two unknown TS dragons) at my local FNM, I realized the original decklist is the way to go if I want to use Scion. It's fun. If I want/need a competitive deck with him, of course I'll go extended. If I want a competitive Standard Tribal Wars dragon deck, then by all means, play without the scion--he's just to awkward to be tier-1 powerwise.
So in the end, I guess thanks for confirming what I knew all along, and maybe I have inspired someone to take this a step further, but, wtf, I'm nivmizzet after all...:cool:
As for the not needing so many huge win conditions, yes I do, tribal wars rules dictate that (although I could be mistaken/outdated).
I honestly forgot that Two-headed Dragon wasn't in 9th, but I also forgot Shivan was in 9th. I will more than happily include Shivan over 2H-D. But the Rakdos Pit Dragon is really small, doesn't fly, and at no point in the game do I expect to get Hellbent. Also, Rathi Dragon is a good inclusion, the Ur-Dragon copying it will bypass the CIP drawback, so you get a 5/5, and if you decide to reanimate it, oh well--it's just 2 mountains; you've probably got plenty at the point you want to reanimate him.
About your opinion of that infamous big TS Dragon, I'm sure you're right, they wouldn't print them in the same set otherwise (unless that is why the Scion costs WUBRG--they don't expect you to get him into play...).

I would love to grace my namesake with a slot in the deck, Niv-Mizzet, the Firemind is awesome, flavorwise; an uber-genius dragon wizard thousands of years old with an ego the size of the plane he lives on, mysteriously 'arranging' for the removal of (almost) all the other dragons on Ravnica--sweet!
Even in play my namesake is great, but not as a member of the dragon tribe. Dragons have better things to do than sit around in the backlot drawing you cards and being puny 4/4's for six mana. Scion of the Ur-Dragon wants to turn into Dragons that are bigger than he is, or what would be the point of turning into them at all?
Edit: maybe to grant them the gift of life; which this deck is designed to do...oh well.

But adding white for *** and mortify alone isn't entirely worth it, and I need the basic (snow) mountains for pump with the dragons like the 2HD--if he stays...he will...but otherwise I think I need something to deal with all the life loss from the many duals...:p

The Glimpse, Skeins, Reasearch and Darkblast are for getting the Scion into your 'yard. Obviously the zombify's are for getting it into play. Activate the Scion, swing for big damage, then reanimate the dragon you copied...GENIUS!:D
